Performance Evaluation Of Ppp Project For Sewage Treatment In A County And Suggestions For Improvement

Public-Prxvate-Partnership(PPP)is a public-private partnership model.Since the large-scale implementation of the PPP model in China in 2014,a large number of PPP projects have emerged as the times require.In December 2018,the number of projects in the management bank increased by 1517 net compared with December 2017,with an investment of 2.4 trillion yuan.By the end of December 2018,there were 8654 projects in the management repository with a total investment of 1.32 trillion yuan.But correspondingly,a large number of PPP projects have been called off,which shows that there are many irregularities in PPP projects.The reason is that there is no scientific performance evaluation for the whole life cycle of the project in practice to ensure the quality of the project.This paper takes the sewage treatment type of PPP project as an example,describes the present situation of performance evaluation of sewage treatment project in a county,reveals the problems existing in the performance evaluation system,and analyses the causes of the problems.It is found that if we want to change the imperfection of the performance evaluation system of sewage treatment PPP project in a county,we must construct a more reasonable performance evaluation system of sewage treatment type.In the construction of the performance evaluation system,the key success factor method,the key performance index method and the combination of industry characteristics and expert survey method were used to select 40 key indicators including financial indicators and non-financial indicators.The weight of indicators at all levels was determined by expert survey method and analytic hierarchy process,so as to construct a quantitative and qualitative performance evaluation System.Finally,the paper analyses the improvement effect of PPP project performance evaluation of sewage treatment in a county,and puts forward relevant suggestions.
