Research On The Application Of Coercive Policy Tools In Pollution Abatement Of Small And Loose Pig-breeding In River Area

With the rapid development of our country’s society and economy,the ecological problems such as water environmental pollution and the continuous deterioration of water quality have become increasingly prominent.In 2015,the state council promulgated the action plan for the prevention and control of water pollution,laying out a comprehensive plan for deepening the prevention and control of water pollution in key river basins.Nanliujiang river is located in the south of Guangxi.It flows into beibuwan bay from Hepu county,beihai city.The river basin involves yulin city,qinzhou city and beihai city.In recent years,Nanliujiang river basin has witnessed rapid social and economic development,increasing population urbanization rate year by year,increasing pollutant discharge and deteriorating water quality,making it one’of the rivers with the worst quality water in Guangxi.Therefore,Guangxi government has decided to launch comprehensive environmental improvement in nanliujiang river basin in April 2016.River control is one of the difficult problems for government.The pollution of livestock and poultry is the main pollution source in the Nanliujiang river basin.Therefore.,the comprehensive environmental improvement of Nanliujiang river basin should be carried out and with the focus on the pollution control of small loose breeding in the river area.Though the analysis of Xingye county use the mandatory policy tools for abatement and the pollution control from small and loose pig-breeding with efficiency,fairness,efficiency and sustainability,and evaluate the use of mandatory policy tools for abatement and control the pollution in practice,and analyzing its shortcomings,put forward the optimization advice,hope small loose breeding in the areas for river pollution control to provide some theoretical and practical experience for reference.In this paper,the main research result is:through the research on the application of Coercive policy tools in pollution abatement of small and loose pig-breeding in river area of Xingye county practice.In the process of river pollution governance,the government want a better effect of mandatory policy tools,should be ready well on five aspects of the policy tool selection and tool users ability,policy tools used in mechanism,the support of internal and external environment,material and technology assessment.
