Research On Civil Aviation Electromagmetic Environment Management System

In recent years,electromagnetic interference incidents that affect civil aviation flight safety occur frequently,and electromagnetic environment interference seriously threatens the safety of civil aviation in China.At present,the academic circles are paying more and more attention to the electromagnetic environment of civil aviation,but these studies mainly focus on the radio technology,and the research on the management system of the civil aviation electromagnetic environment is very few.This study systematically analyzes the legislation and policy of civil aviation electromagnetic environment from the perspective of public management,and expounds the current situation of the electromagnetic environment management system of CAAC and Ji'nan International Airport,combining the current situation of the civil aviation electromagnetic environment management in Ji'nan International Airport.This study found that the implementation of the civil aviation electromagnetic environment management system is not clear in the management department,the efficiency is low,the organization is not reasonable,the illegal production,the use of radio equipment and the masses' actual participation in the civil aviation electromagnetic environment protection is not enough.On the basis of the theory of institutional change and the theory of public governance,I analyze the causes of the existing problems in the current management system,including the following aspects:the related laws and regulations are not perfect,the system arrangement is not reasonable,the system equipment is not in place,the system operation mode is backward,and so on.The protection of civil aviation electromagnetic environment should be promoted while upgrading the management system.Under the guidance of the theory of institutional change and the theory of public governance,this study extensively absorbs the advanced management experience of foreign countries,and combines the present investigation results and causes of the civil aviation electromagnetic environment management system,and puts forward the Countermeasures for the improvement of the electromagnetic environment management system.The main countermeasures are four aspects,which are to change management concept,improve relevant laws and regulations,establish radio management network in the system arrangement,and reform the distribution of radio spectrum resources and supervision system.
