The English name of the PPP model is Public-Private Partnership,which mainly refers to the good cooperation between companies engaged in social infrastructure and public services.Therefore,environmental pollution control PPP can be simply understood as the joint cooperation between social infrastructure and public service-related companies in the field of environmental pollution control,and through the mutual cooperation and joint management,the effective use of social resources can be realized.Specifically,introducing environmental pollution control into the PPP model can effectively alleviate the government's financial and financial pressure on environmental protection,and effectively expand the ways and means for social forces to participate in environmental pollution,deepen reform of environmental pollution and help the economy.Rapid growth can play a good role and effect.With the rapid development of China's economy,environmental pollution is becoming more and more serious.Therefore,government agencies need to increase their investment in environmental protection.With the rapid development of PPP projects related to environmental pollution control,the problems arising from the environmental pollution control PPP in the project operation process gradually began to appear,such as the large difference in investment in environmental pollution control of PPP projects in various parts of China,the obvious Matthew effect,and the project landing situation.Poor,state-owned enterprises have outstanding preferences and so on.The development and promotion of environmental pollution control PPP project inevitably expands itslegal needs.This paper clarifies the practical problems faced by the environmental pollution control PPP model legal regulation,and draws on the legal regulation experience of the foreign environmental pollution control PPP model.In view of the current conflicts between the laws and regulations on the environmental pollution control PPP model,the unclear legal relationship,the unclear distribution of responsibilities,the lack of risk sharing mechanism,the large differences in the implementation of policies and regulations,and the uneven distribution of legislation and law enforcement costs,The project supervision,risk sharing,responsibility distribution,investment return and dispute resolution part put forward suggestions for further improvement in the legal system.
