Research On The Restriction Of Public Participation In The Implementation Of River Chief System In Chengdu

This paper mainly focuses on the problem of restricting public participation in the process of implementing the river chief system in Chengdu City,comprehensively uses the new public service theory,stakeholder theory,participation management theory,combined with successful practice cases at home and abroad,analyzes the current situation of public participation in water control of Chengdu river chief system,analyzes the causes of the problems,and tries to define the role of the government,the public itself and participation From three aspects of mechanism,the paper puts forward the solution to the problem and demonstrates it.The research in this paper can be divided into four parts The first part is the introduction of the first chapter,which introduces the problem,research status,research content and methods,research significance and research innovation and shortcomings.The second part is the second and third chapters,which analyzes the expected state of public participation in Chengdu river chief system from the theoretical point of view,and then analyzes the actual situation of Chengdu river chief system public participation.The third part is from Chapter 4 to Chapter 6.Based on the elaboration of the first three chapters,the fourth chapter concludes the problems of inaccurate government role positioning,low maturity of public participation and poor operation of participation mechanism through the comparison between the public participation and the public participation.In the fifth to sixth chapters,the problems restricting public participation in the implementation of river chief system in Chengdu are detailed,and the causes of the problems and the influencing factors of changing reasons are analyzed one by one,and the countermeasures to solve the problems are put forward,and the rationality of the countermeasures is analyzed.The fourth part is the seventh chapter,which summarizes the conclusion of the whole paper.This paper holds that there is a long way to go for the river basin water environment governance in China,but the public participation in the governance should not be underestimated.In the implementation of the river chief system,the government,the public and the participation mechanism should form an organic whole,correct the role of the government,build an effective and sound participation mechanism,improve the public's awareness of participation and participation ability,and give full play to the due elements Only by doing so can we stimulate the public to participate in water governance to the greatest extent and improve the efficiency of water environment governance,so as to meet the growing needs of the people for a better environment.
