Research On The New Development Of Ecological Civilization Construction Practice In China Since 18th National Congress Of The CPC

The practice of ecological civilization construction is a major problem related to the development of human society.This paper studies the new development of China's ecological civilization construction since the 18 th National Congress of the CPC.The thesis consists of six chapters,which are divided into three parts.The first chapter is the first part,the second chapter to the fifth chapter is the second part,the sixth chapter is the third part.The first part of the development of Ecological Civilization Construction practice in China before 18 th National Congress of the CPC to review the time as a node,divided into three periods:review of the development of ecological civilization construction(1949—1978);review of the development of ecological civilization construction(1978—1992)and review of the development of ecological civilization construction(1992—2012).Summed up the achievements of China's ecological civilization construction before the 18 th National Congress of the CPC:sustainable development strategy is gradually established,ecological responsibility of various subjects gradually increased,substance technology infrastructure has achieved remarkable results and environmental protection legislation framework was initially established;analyze the existing problems: the sense of responsibility for the construction of ecological civilization is weak,production methods are simple and extensive,system is imperfect and international cooperation environment is not harmonious.By reviewing,provide theoretical and practical guidance for the new development of ecological construction practice in China since the 18 th National Congress of the CPC.The second part analyzes the new development of Ecological Civilization Construction practice in China since 18 th National Congress of the CPC: The new development of the practice subject,practice the new development of material technology,the new development of the practice system,the new development of the practice path,these four key dimensions.Ecological civilization construction practice subject dimension: the main role of government is further strengthened,the green development mode of the enterprise main body is further advanced,the ecological behavior of the public subject is further improved,the formation of government,enterprises and the public to develop a new situation;Ecological civilization construction practice material technical dimension: the national low carbonization provides the economic foundation for the construction of ecological civilization,science and technology for the construction of ecological civilization to provide technical support and adjustment and upgrading of industrial structure to provide material security for the construction of ecological civilization;Ecological civilization construction practice system dimension: the system of ecological civilization system is perfect and the construction of the ecological civilization rule of law continue to strengthen;Ecological civilization construction practice path dimension: tend to change from the end of governance to the whole process control,from point source governance to regional,integrated river basin governance,and change from single-way governance to diversified governance,from passive acceptance to active participation in international cooperation.The third part analyzes the new characteristics and new trends of the construction of ecological civilization in China since the 18 th National Congress of the CPC.China's ecological civilization construction of the new development of a far-sighted,the overall situation of the strategic,co-ordinate the planning and coordination of the system,due to the time,the courage to open up the innovative new features.Standing in modern times,China 's ecological civilization construction practice has a new development trend,promote all-round ecological life of social life,the main subject practice,the science and technology,the system and the globalization of ecological civilization construction practice.
