In recent years,China's economy has developed rapidly,the level of industrialization has increased rapidly,and the process of urbanization has accelerated.Coal has played a key role behind it and is the driving force and support for China's economic prosperity.However,due to the unreasonable energy structure of most provinces and excessive dependence on coal consumption,the inefficient over-exploitation of coal has a serious impact on the atmospheric environment.Therefore,optimizing the energy consumption structure and optimizing the coal consumption layout has become an important research topic at present.The National Energy Administration has pointed out more importantly the importance and urgency of the total coal consumption control in each province.Each province should formulate a scientific and reasonable coal consumption control target.However,due to the lack of coordinated regional coal consumption control targets,the coal control plan formulated by some regions contradicts its own development law.It is an urgent problem to comprehensively clarify the regional coal consumption control responsibility and coordinate the total coal consumption target in each region.Therefore,from the perspective of differentiation,this paper conducts inter-provincial decomposition of China's total coal consumption and clarifies regional coal consumption control responsibility.The paper firstly conducted statistics and analysis on the history and current situation of coal consumption in China and the province,the intensity of coal consumption and the proportion of energy consumption in energy consumption structure.?i?There are differences in the demand level of coal consumption in China during different economic development periods,but the coal consumption intensity is declining year by year,among which the industrial consumption province has higher coal consumption and coal consumption intensity;?ii?Even if the proportion of coal in the overall energy consumption structure is declining,in the long run,coal is still China's main energy source,and it still dominates China's energy structure in the long run.In order to further measure the difference of coal consumption efficiency among provinces in China,this paper constructs a total factor index system including capital,energy,labor and environment.The primary energy calculation method is used to calculate and analyze the energy carbon dioxide emissions of environmental factors in China's provinces from 2010 to 2016.the amount.The results show that since 2011,China's energy CO2 emission growth rate and energy carbon emission intensity have decreased year by year.The eastern region has the highest energy CO2 emission,but its carbon emission intensity is the lowest,and the western energy CO2 emission is the lowest,but the carbon emission intensity is the highest.The central region is second.At the same time,the DEA model with full factor input is used to measure and analyze the coal consumption efficiency of various provinces in China,and according to the calculation results of coal consumption efficiency,the 30 provinces in the country are divided into high level group,middle level group and low level group.The calculation results show that the coal consumption efficiency of provinces with low coal consumption intensity and CO2 emission intensity is high,and the coal consumption efficiency of provinces with high coal consumption and CO2 emission intensity is relatively low.Secondly,this paper takes 2015 as the base year,and gives a decomposition plan of China's coal consumption total control target in 2020 from the perspective of differentiation from the perspective of differentiation and the perspective of fairness and efficiency.?i?From the perspective of efficiency,8 indicators are selected in 5aspects to construct an evaluation index system based on entropy method,and a multi-factor mixed weighted coal consumption allocation model based on entropy method is established.?ii?From the perspective of fairness,selecting GDP,employment population,per capita carbon emissions,land area and other aspects to construct an evaluation index system based on Gini coefficient method,and establish a coal consumption distribution model of resource Gini coefficient.?iii?From the perspective of fairness and efficiency,taking into account the non-energy input,energy input,undesired output,and expected output,constructing an index system based on the DEA model,incorporating the coal consumption efficiency measurement grouping results into the distribution model,and establishing an input The smallest,maximum output is the target,taking into account the economic growth and carbon emissions while considering the input and output-oriented DEA coal consumption total allocation model.Finally,the decomposition results from the perspective of differentiation are analyzed.The results show that:?i?Inner Mongolia,Ningxia and Shanxi have assumed relatively heavy coal cutting responsibilities in the decomposition schemes from the perspective of three different perspectives.?ii?The allocation model based on efficiency perspective focuses on the responsibility of cutting coal in provinces with high per capita carbon emissions;?iii?The distribution model based on fairness focuses on the coal consumption of coal consumption in provinces with high coal consumption capacity.Provinces with low efficiency groups bear heavy responsibility for cutting coal;?iv?The coal control based on the efficiency perspective and the distribution plan based on the fair perspective is not strong,and there is no obvious distinction between the responsibility of coal control in the provinces within the region.It is difficult to encourage the regions to carry out coal-saving work;?v?The distribution model from the perspective of fairness and efficiency focuses on strict total control of provinces with high coal consumption efficiency,giving large increase in coal consumption in the middle level group,indicating that both fairness and efficiency are considered.The distribution plan can give a more relaxed development path in backward areas.This study has practical significance for alleviating the contradiction of coal consumption in various provinces of China and ensuring the sustainable development of energy economy in all provinces of China.At the same time,it has enriched the research methods of the decomposition of total coal consumption,which may provide inspiration for future coal consumption research.
