Research On Material Safety Risk Management At Material Supply Section Of China Railway Beijing Group Co., LTD

With the rapid expansion of the railway network scale,the opening and operation of several high-speed railways,and the massive application of new technologies and equipments,the quantities and varieties of railway material demand have increased significantly,which puts forward higher requirements for the safety management of material supply.The Material Supply Section is responsible for the operation and maintenance materials supply for nearly 100 stations and sections within the China Railway Beijing Bureau Group Corporation.The business includes for the materials purchased by the Material Supply Section from the China Railway Beijing Bureau Group Corporation's entrustment,organizing bidding,purchasing,storing and maintaining,distributing and settling,and stocking,storing and maintaining,distributing and settling of the operation and maintenance materials purchased by the China Railway Beijing Bureau Group Corporation,as well as diesel fuel stock and supply for locomotive and other businesses.As a auxiliary transportation unit belonging to the China Railway Beijing Bureau Group Corporation,the Material Supply Section is an important part of the corporation's material procurement and supply.This paper takes the Material Supply Section as the research object.Firstly,it analyzes the content of material supplying,on this basis,combining with safety risk management theory,starting with various aspects such as material procurement management,supplier management,demand planning management,warehousing and distribution management,oil depot management and so on,it analyzes the risks faced by researching material safety management,and through risk identification of 5 aspects,a total of 29 safety risk points are identified,such as section risk,supplier qualification risk,plan risk,oil storage tank area risk.Then,the LSR method was used to analyze the possibility of the risks occurrence and the loss caused after the occurrence,choosing 10 experts with more than 6 years of material management experience coming from the business department,supply workshop and logistics workshop to score the designed questionnaire,then obtained the values of L and S.By calculating the risk degree,identifying the main links where the risk lies are oil depot management,oil pumping station,quality risk of production and purchasing management and risk of section,etc.Finally,based on the results of the risk assessment,the feasible risk countermeasures are proposed.The main measures include: making the safety risk control table of oil depot management and the flow chart of material supply business time node;improving the procurement contract,standardizing material quality acceptance,analyzing and identifying material quality issues;making clear the document number of material technical standard and the supply scope of the sections,deleting the redundant material number,and reducing the overall scale of the sections in the original purchasing station;adjusting logistics distribution organization mode,introducing logistics outsourcing business and giving full play to the synergistic advantages of Beijing-Tianjin-Hebei logistics.For the actual situation of material management of Material Supply Section of the China Railway Beijing Bureau Group Corporation,putting forward a few main problems needed solving when constructing the safety risk management system and corresponding measures and suggestions,on this basis,enterprises can filter and add risk lists suitable for their projects and manage them,providing some reference when implementing the risk assessment on other railway materials systems.
