Study On A Sewage Treatment Project In Ningbo Under EPC General Contracting Mode

With the rapid development of environmental protection industry in China,the project management mode of sewage treatment project is also changing.More and more wastewater treatment projects adopt the engineering,procurement and construction integration(EPC)general contracting model.EPC general contracting mode realizes the intersection and integration of engineering,procurement and construction stages.It has the advantages of simple owner management,shortening construction period,saving engineering cost and improving work efficiency.Therefore,it is of great practical significance to analyze and study the sewage treatment project under EPC general contracting mode.Firstly,this paper discusses the basic theory and method of EPC general contracting mode,analyses the difference and connection between EPC mode and Turnkey Project,and sorts out the construction procedures and project management points of the EPC model.It introduces the characteristics,advantages,disadvantages and application,analyzes the feasibility of adopting EPC general contracting mode in sewage treatment projects.Secondly,taking a sewage treatment EPC project in Ningbo as an example,this paper discusses the organizational structure and implementation process of sewage treatment EPC project in detail from two aspects of project management and target management.Project management includes planning,engineering,procurement,construction,commissioning and handover.Target management includes schedule,cost,quality and HSE,clarifies the responsibilities and tasks of the project manager and main members of the project team.It analyses the problems in the implementation process,studies the corresponding solutions,and summarizes the achievement of project targets.Finally,this paper constructs the evaluation index system of sewage treatment EPC project through decision making trial and evaluation laboratory analysis method.On this basis,it evaluates comprehensively the implementation effect of EPC project by using fuzzy analytic hierarchy process,analyzes the implementation effect of sewage treatment EPC project,finds out the deficiencies in EPC project management,and puts forward specific improvement suggestions and countermeasures.This paper has some conclusions as follows.We should fully identify its advantages and disadvantages in the practical application of EPC mode,make full use of the advantages and avoid the disadvantages.It is feasible and appropriate to adopt EPC general contracting mode in sewage treatment projects.The key evaluation indexes of implementation effect in sewage treatment EPC project are fund control,schedule control,quality control and safety management.Through comprehensive evaluation,it is concluded that the implementation effect of EPC general contracting mode in sewage treatment project is better.It is necessary to improve and perfect the project management system of EPC mode from the owner's demand,design stage cost,and limit design.
