In view of the strong uncertainty of the risk sources in the current regional development planning,the high complexity of multi element risk superposition and the difficult and difficult problems which are difficult to dock between the evaluation results and the planning management,this paper puts forward a kind of regional development planning which can be used to evaluate the risk of multi source environment and the evaluation method of docking with the planning and management.An index system is set up in order to further improve the capability of risk emergency response in the process of planning and implementation.Through the comparison of the dangerous goods and types of risks and considering the dangerous goods involved in the industry,the types of risks and the ways in which they are affected,AHP is adopted to classify the national economy industry.In the "GB/T 4754-2017",68 major categories of risk-related industries involved in risk are divided into five levels,as a basis for measuring the industrial risk of planning.Analyze the planning industry according to industry categories,combine the actual situation,and take the industry with the highest risk level as the overall risk level of the planning industry;defines 29 types of space sensitive elements that can be operated at the level of regional development planning.Realize the spatial relocation of planning risk sources and sensitive targets.According to the risk potential theory,comprehensively consider the impacts,impact range,and degree of impact of blast pressure overpressure,BLEVE heat radiation,and poison leakage diffusion,and define the maximum credible impact of various risk sources and sensitive targets,and The degree of risk is scored.Comprehensively calculate the risk level of each risk source and the layout of industrial land,form a planning risk zoning map,and provide tools for aiding decision-making for planning management.During the implementation of the plan,the risk emergency capability indicator system proposed in this paper can be applied to further improve the risk response capability of the planning area.Finally,this method was used to evaluate the environmental risk of a development zone.The evaluation results were in good agreement with the risk assessment results in the environmental impact assessment documents approved by the local environmental protection administrative department.On this basis,the environmental The risk zoning and index system can achieve good connection with the planning and management work.
