Beijing-Tianjin–Hebei Ecological Civilization Development Level Measure And Analysis Research

The report of 19 th shows that to realize the modernization of harmonious coexistence between man and nature,to establish socialist ecological civilization concept and put forward to build the socialist modernization of power must be beautiful,which reflects our country present stage is carrying out the construction of ecological civilization.The purpose of this study is to establish evaluation index system of ecological civilization of the beijing-tianjin-hebei region,using scientific and reasonable evaluation methods to measure the level the development of ecological civilization,and in-depth analysis of the the measure results.According to the results of the study put forward concrete countermeasures and suggestions,so as to have a goal,a focus of beijing-tianjin-hebei ecological civilization construction.The research is as follows?First,in this paper,research in the literature on the index system of ecological civilization,index statistics and frequency analysis,and then based on ecosystem view into "Pressure-State-Response"(Pressure-State-Response "PSR" for short)model,building ecological civilization index evaluation system of the beijing-tianjin-hebei region.Secondly,from two aspects of subjective and objective variation coefficient method and the improved analytic hierarchy process(AHP)were used respectively for each index weight assignment and carries on the combination of empowerment,and then by using linear weighted method to calculate the comprehensive score,at the same time introducing the model of coordination degree function for the three subsystems of coordination degree evaluation.Finally according to the evaluation results of beijing-tianjin-hebei three provinces and cities in2010-2015 ecological civilization status to carry on the empirical analysis,based on the empirical analysis on the content,in view of the problems put forward countermeasures and suggestions.The results of this study show that:in the period of investigation,this research shows that the comprehensive evaluation result,Beijing has been existed in the first place,at the highest level;Tianjin always has been came in second,but also at a relatively high level;The hebei is lowest,and the gap of between hebei and the Beijing-tianjin is very large.In terms of each subsystem evaluation result,the ecological stress subsystem: tianjin ecological pressure is the smallest and smooth,Beijing ecological pressure is stable but also scored low in tianjin,Beijing and tianjin,the average level of hebei respectively 3.6 times,3.6 times as much.Ecological health subsystem has the highest degree of ecosystem health in Beijing.Tianjin ranked second and is in a state of steady rise,ranked third in hebei province,the most volatile,and ladder shaped down.Ecological sustainability subsystem: Beijing has maintained steady state,little change in each of the years.Tianjin ranked second,but the gap is bigger with Beijing.The third is hebei province,the situation of which is not optimistic.In terms of coordination degree analysis,the Beijing coordination degree is relatively high,also more stable,no larger flux.Hebei scoring span is larger,but have been rising,even once beyond Beijing and in the first place.At the period of investigation,Tianjin has been in the lowest level in three provinces.In terms of difference analysis: from 2010 to 2015 in beijing-tianjin-hebei three provinces are the ecological civilization development between convergence,and the results were in conformity with the national policy that in 2013,Xi jinping,chairman of the proposed to promote the coordinated development of beijing-tianjin-hebei,visible since 2013 the three provinces and cities in ecological civilization differences is diminishing,coordination development in gradually.
