A Research Of The Governance Of Beijing-tianjin-hebei Province: Under The Perspective Of Marxist Ecological Civilization Thought

The area of Beijing-Tianjin-Hebei province has suffered considerately from the heavy haze for over the past five years since 2013 to 2017.It caused the severe damage to human's life property and the development of this three areas.The economic loss is enormous,which can be referred to as the ‘heavy-haze-hardest-hit-area'.To strength the governance of the heavy haze in Beijing-Tianjin-Hebei province,assisting in governing heavy haze has become the same consensus under the untied leadership of central government,and the result over the past five years is prominent.However,the difficulties of governance and challenges still exist.It is a tough task and major research topic as well as the paper's purpose to examine how to achieve the new breakthroughs of the concepts in assistance with governance under the background of New Era so as to satisfy the public with wishes of a good ecological environment.In order to solve the difficulties of governance and to fasten the governance of heavy haze,the main task of governance is in accordance with the systematic science theory to efficiently guide and governance in practice.Marxist ecological civilization thought is an essential component of classic Marxist theory.Until today,it is still regarded as the core theory of reviewing the ecological environment.Based on the perspective of Marxist ecological civilization,examining the problems of heavy haze in Beijing-Tianjin-Hebei province and integrating theory with practice not only offer the support of scientific theory for analyzing problems,but also provide solutions which can be seen and touched.That also improves the systematic,scientific and operation ability,which makes attribution in scientific enlightenment for the improvement of further governed strategies and fasten the governance of heavy haze.On the basis of systematic Ecological theory of Marx and Engels and the Chinese leaders' ecological civilization thought as well as the integration with the realistic situations in the Beijing-Tianjin-Hebei province,the reasons for the causes of heavy haze and the difficulties of governance can be found in three aspects: the irrationality of material production,the partial ecological concept and the special geographical factors.These three factors are linked together.The implications of these three factors result in the current ‘hardest-hit' situation of Beijing-Tianjin-Hebei province.In order to scientifically and efficiently govern the problem of heavy haze,it is necessary to change the perceived concepts and to adjust the ways of material production under the guide of ecological principle,people-oriented principle,and integration principle,focusing on the construction of legal system and improving the institutions as well as fasting the low-carbon lifestyle.In accordance with the guide of respecting natures,obeying natures and protecting natures.
