The terminal oil depot is a key hub in the logistics chain of the refining and chemical industry.The optimization of the dispatching plan is an effective means for the petrochemical group to tap potential profits,increase overall competitiveness,and increase market discourse power.In the past,many scholars simply considered the oil depot as a constraint in the optimization study of crude oil dispatch.However,few people have conducted detailed studies on the specific scheduling problem of this complex system.Aiming at transport economy issue,put forward a more practical combination transportation method and establish a cost calculation model for roads,railways,pipelines and combinations.And the critical curve of the economic transport area with different modes of transport is obtained.The scheduling optimization of terminal oil depots is divided into two parts: the distribution plan at the strategic level and the specific oil depot scheduling plan at the operation level.At the strategic level,it mainly solves the problem of oil product distribution.With the objective of minimizing crude oil distribution costs,the MILP model of crude oil distribution plans was established based on comprehensive consideration of constraints such as transport mode,transport capacity,scheduling and execution,and resource balance,and a branch-and-bound method was used to solve the problem.Taking the ground refining company in Shandong as the research object,it solved the crude oil distribution plan in one cycle.At the operational level,it mainly solves the time-related scheduling problem of crude oil terminal oil depots.Considering the diversity of stored oil products,the economics of pipelines,highways and railroad transportation methods,oil tanker porting fees,and operating expenses of oil depots,based on the discrete-time representation method,the MILP model for a specific scheduling plan for oil depots was established with theobjective of minimizing the total operating costs.And use the Gurobi optimization mathematical programming solver to solve.Taking a terminal oil depot as a research object,the specific oil distribution plan was solved.This method has played a guiding role in reducing the number of operations of oil depots,optimizing oil distribution methods and realizing the integration of crude oil logistics resources.
