After analyzing the work safety of mine in our country, it points out that strengtheningnational mine emergency rescue team construction is very necessary for heavy, complex mineaccident and insufficient national mine emergency rescue ability. Based on comprehensiveresearch on the foundation and problems of existing mine emergency rescue teams of our country,while learning construction experience from foreign mine emergency rescue system, it thinksthat the key of strengthen building the national mine emergency rescue system is to improve theemergency rescue technology and equipment. It systematically demonstrates the necessity andfeasibility for constructing the national and regional mine emergency rescue teams. Theconstruction goal and principle are decided. The orientation, layout, equipment, operation andmanagement of the construction plan is elaborated. Finally, it elaborates the specific constructionand implementation of the national and regional emergency rescue team system taking thenational and regional mine emergency rescue team Kailuan and Shenyang team as a typicalexample.It shows that it is a scientific, rational construction scheme at this stage for our country toconstruct7national and14regional mine emergency rescue teams basing on large state-ownedmining enterprises. It can take full advantage of their existing staff, infrastructure, conventionalequipment, and so on. The large, advanced equipment of the rescue teams are equipped bynational investment to deal with serious, complex accidents. The further work is to improvemanagement and coordination rules. When our national and regional mine emergency rescuesystem is completed, the mine emergency rescue team organizational structure will be morereasonable, the operation will be more efficient, the mine emergency rescue capability will begreatly enhanced.
