After analyzing the work safety of mine in our country, it points out that strengtheningnational mine emergency rescue team construction is very necessary for heavy, complex mineaccident and insufficient national mine emergency rescue ability. Based on comprehensiveresearch on the foundation and problems of existing mine emergency rescue teams of our country,while learning construction experience from foreign mine emergency rescue system, it thinksthat the key of strengthen building the national mine emergency rescue system is to improve theemergency rescue technology and equipment. It systematically demonstrates the necessity andfeasibility for constructing the national and regional mine emergency rescue teams. Theconstruction goal and principle are decided. The orientation, layout, equipment, operation andmanagement of the construction plan is elaborated.
