Study On The Optimization Of Village Sanitation Service Supply

At present,the rural sanitation renovation work is an important basic project for the implementation of the rural revitalization strategy,which has been highly valued by the party and the state.However,there is still a gap between the environment and sanitation conditions in rural areas,especially in villages,to achieve the goal of ecological livability.Problems such as excessive government dominance and insufficient villagers’ participation also limit the further development of the supply of sanitation services in villages.Therefore,further studies are still needed in the field of supply of sanitation services in villages.Taking Tai’an City T town as research object,the village sanitation service supply situation and the main supply mechanism in practice(village sanitation service supply leadership and running mechanism)on the achievements and problems,put forward in the process of T town village sanitation service supply,sanitation company cut corners,the villages and towns government financial pressure,the villagers for the door three packets and lack of garbage sorting the work carries out,the villagers problem such as the expression of opinion of the service supply can not be,Phenomenon and the cause of the problem is the low bid and the risk of moral hazard in the principal-agent,villagers investment proportion is low,and the superior financial support,for the villagers sanitation education is insufficient and lack of motivation-the voice of constraint mechanism,the villagers in the service supply has not been fully respected government,low degree of villagers organized and lack of communication channels.Principal-agent theory,there is a conflict of interest between principal and agent,the principal without implements effective institutional arrangement for the agent,the agent is likely to take advantage of opportunistic behavior,and ultimately damage the interests of the principal and the theory is that the client should be established for the agent behavior incentive constraint mechanism to achieve effective constraint for the agent behavior.Autonomous governance which embedded integration path claim in the public affairs management to encourage and support social main body participation in all aspects,to achieve the government governance,the villagers’ autonomy,the social self adjusting the benign interaction,establish a government-led multilateral rule of public affairs governance mechanism,stimulate the participation main body activity,changed the traditional mode of government single-center governance,provides the solution of social affairs with a kind of brand-new management path.Based on this,this paper puts forward some Suggestions to optimize the supply of sanitation servicesin villages of T town.The government should adjust its role,mobilize the enthusiasm of other participants in various ways,give full play to the role of other participants,and realize the multi-governance led by the government in the field of village sanitation service supply.Specific recommendations are: contain low malignant competition and improve the sanitation supervision evaluation mechanism,adhere to the comprehensive investment,integration of capital source,promote for villagers sanitation education and establish the villagers to participate in the sanitation management incentive constraint mechanism,guarantee the villagers the suit right of the sheet of the governance of sanitation,clear expression channel,guide the villagers to establish sanitation self-organization.Through the above measures to mobilize the villagers,enterprises,village cadres and other subjects to participate in the supply of sanitation services enthusiasm,so that their role has been fully played.
