Research On The Legal Guiding Mechanism Of Third-party Governance Of Environmental Pollution

As an important implementation mechanism and system tool for realizing the value goal of environmental law,the Third party governance of environmental pollution is the carrier of the system to implement the total pollution diversification.From the perspective of environmental management and governance reform,the paper discusses the jurisprudence of third party governance in environmental pollution,and discusses the implementation of the third party governance system from the aspect of system operation,and probes into the deficiency of third party governance from legal norms,and probes into the status quo of third party governance under market access conditions.This paper analyzes the legal system basis of the new environmental pollution control mode through the law,and probes into the legal dilemma of the third party governance in the aspects of legislation,supervision and law enforcement,market regulation law,and so on.On the basis of drawing on the advanced experience of foreign countries,aiming at the legal dilemma existed in the third party governance of China's industrial pollution,the paper puts forward some countermeasures such as perfecting legislation,strengthening environmental supervision and law enforcement,and constructing market regulation law.At the same time,according to the basic principle of market regulation law,the market regulation law of the Third party governance of Industrial pollution is preliminarily explored.Therefore,to systematically study third party governance of environmental pollution has profound theoretical and practical significance.
