With development and utilization of natural resource, especialy the growth of populationand the rapid development of urbanization, MSW(municipal solid waste) output high-speedgrew, which made traditional garbage disposal methods,which is MSW landfilled not satisfyrequirements and caused severe environmental pollution. Therefore, some countries tookgarbage burning generating ways to handle living garbage. But there existed a lot ofoccupational hazard,plus personnel factor, facilities and safety management systemimperfect in garbage burning generating enterprise,so the personnel's occupational injurieswere very easy to cause. At present, the number of people who contact occupational hazardsand who are occupational disease patients is most in the world. Therefore, carries on therelatively accurate occupational safety evaluation and formulate effective control measures,form the perfect occupation safety and health management system, has the vital significancefor improving enterprise's safety production management level.This paper analysed various occupational hazard existing in burning generatingenterprise from technology and process garbage, and described occupational disease causedby them.Then, occupational safety factors were systematically analysed ,such as personnel,safety management, equipment and facilities, occupational hazards in garbage burninggenerating, established the enterprise occupational safety evaluation index system consideringon-the-spot investigation and expert advice. Through comparing the safety assessmentmethods of common applicable range and limitations, combined with garbage incinerationpower generation enterprise safety factor, put forward the selection principle of fuzzy comprehensive evaluation method for garbage burning generating enterprise to makeoccupational safety evaluation. Combining expert advice, using qualitative and quantitativefuzzy ahp to determined factors weights, making the weight more can truly reflect the valuesof various factors on the importance of the occupational safety. Take XX city garbageincineration power enterprise as an example, using fuzzy comprehensive made evaluation onthe professional safety evaluation, and put forward counter measures according to theevaluation results, and for this enterprise occupational health and safety management systemwas established to provide the basis.Finally, the enterprise high temperature simulation experiment was made using the finiteelement software ANSYS. And some reform measures were put forward.
