Professional job division and organizational structure of production personnel are always highly-regarded part of human resource management in production-type enterprise.Elaboration degree of professional job division and specific choice of organizational structure need be timely and adaptably adjusted and optimized according to industrial characteristics,development phase of enterprise and changes of internal and external environment.Professional job division and organizational structure provide basic condition for team building and scientific and reasonable salary system suitable to them.On the other hand,team building and scientific and reasonable salary system play a role of enforcement and consolidation to professional job division and organizational structure.Professional job division,production personnel organizational structure,team building orientation,and salary system,as several parts of production personnel management,coordinated,synchronized and complementing each other,jointly boost production and operation performance of production-type enterprise.The present paper aims at solving personnel management problems which restrict production and operation in order to improve current production and operation status of KA Chemical Company Ld.Com,a coal tar oil deep processing company.Taking personnel in production and operation department as research object,exploring production personnel management problems and their root causes through literature retrieval,field observation,questionnaire investigation and statistical analysis,directed by relative theories in management subjects such as production/operation management,organizational behavior,and human resource management,this paper presents production personnel management optimization scheme under conditions of lean thinking,production automation,and severe marketing and environmental situations.The optimization scheme includes: full-scale implementation of integrity of operation and maintenance;production and operation organizational structure flattening;reinforcement of production and operation team building orientation;implementation of operation and maintenance grade salary system inside production and operation department.And then,production and maintenance level assessment indices system is established by means of focus group interview.Weight of every index is calculated by analytic hierarchy process.At last,four safeguard measures,including propaganda and mobilization,education and training,institutional guarantee,and performance incentive,are presented in the paper.
