In recent years,from garbage besieged cities to garbage besieged villages,the disposal of garbage,including domestic garbage,has become a long-standing problem,which has continuously affected the hearts of hundreds of millions of urban and rural residents,and has also attracted great attention from scholars.Different from the treatment of urban domestic waste,which is gradually on the right track,the current rural domestic waste governance is facing more problems,showing considerable complexity and ambiguity.Taking Guangdong Province as an example,under the guidance of the Party Central Committee,the State Council and relevant ministries and commissions,the province has clearly promoted the rural domestic garbage collection and transportation model of “household collection,village concentration,township transfer,and county disposal”.After years of hard work,the province's rural domestic waste governance has achieved certain results,but the overall level of governance also needs to be further improved.In order to be able to more comprehensively study the group relationship and behavior structure between the participating subjects and governance affairs in the governance of rural domestic waste,this article is supported by governance theory and stakeholder theory,through in-depth investigation of 28 administrative villages in Guangdong Province,and described the process,status quo and model characteristics of rural domestic garbage governance.Then on this basis,the current four-level rural domestic waste disposal model is discussed in detail.From the stakeholders 'rights and interests and the interactive characteristics of the governance structure,as well as the calculation of the benefits distribution of the different cooperative governance models,the main research conclusions are as follows:(1)The governance of rural domestic waste has the typical network-like characteristics of multi-party participation,communication and cooperation,and integration of interests.(2)The governance of rural domestic waste involvesmultiple subjects,multiple affairs,and multiple levels.The actual results of governance are the combined results of different individual characteristics of all actors in households,villages,townships,and counties.(3)Using the "information-power-interest" individual characteristic analysis framework constructed in this paper,the differences between the behavioral initiative and interest relevance of all actors involved in governance are analyzed,and the rural domestic waste governance structure is divided into three types: autonomous,regulatory and contractual.The results show that the case area is in the transitional stage to a regulatory governance structure and a contractual governance structure,with the total proportion of the two reaching 78.57%.The study believes that these three governance structures cannot be completely separated in practice,showing the characteristics of cross-fusion;(4)Fair and reasonable distribution of benefits is a prerequisite for promoting the effective participation of various entities in different governance structures in the cooperative governance of rural domestic waste.In reality,more attention should be paid to the final profit value of the dominant governance structure formed by the differentiation of different individual characteristics.In the hybrid cooperative governance model,the benefit distribution value(1/3,1/3,1/3)is an effective connotation requirement for the operation of the four-stage rural domestic waste governance model in Guangdong Province.Finally,based on the research conclusions,the following policy recommendations are made:(1)Strengthen internal governance structure and enhance the roles and responsibilities of core stakeholders in the region.(2)Optimize the external governance environment and fill in the shortcomings of other stakeholders involved in governance.(3)Refine the governance organization mechanism,and improve the mechanism for enhancing the interaction between the stakeholder groups.(4)Deepen governance ethics,and cultivate stakeholders' self-management awareness and attitude.
