Study On Emergency Information Feedback Mechanism Of Production Safety Accidents

The emergency information feedback mechanism of production safety accident disaster is based on the actual demand of emergency information on production safety accident scene.Through technical means,management methods,decision-making analysis and other ways,the purpose of this mechanism is to obtain the relevant information quickly and accurately that can be conducive to rescue and to provide technologies and methods for making rescue decision effectively and to realize effective,scientific and safe rescue which can help reduce the loss and damage to personnel,property and resources caused by accidents.At present,the relevant research at home and abroad is mainly concentrated in the field of public safety,with a wide range of research,more research objects,less research on production safety accidents,and the pertinence and applicability of research results to production safety accidents need to be improved.By using the methods of literature research,case analysis,expert interview,questionnaire survey and analytic hierarchy process,this paper screens,refines,analyses and sorts out five types of emergency information,including early warning information,disaster information,secondary derivative information,basic information and emergency resource information.Also by using AHP software,this paper studies the importance distribution of these five kinds of emergency information elements at the scene of the accident rescue to the "three kinds of personnel" that includes government officials,the main responsible personnel of the enterprise and the personnel of the emergency rescue team.Meanwhile,the first and second level indexes of each path index in this mechanism are extracted,and the importance distribution of the first level indexes on the "three types of personnel" is analyzed by AHP software.According to the types,characteristics of the emergency information elements and the index of the access to emergency information,the G-M-T model of this mechanism is constructed,which includes the basic model of emergency information feedback for accidents,the multi-dimensional model of emergency information feedback for accidents and the triangle model of emergency information feedback for accidents.Finally,the G-M-T model is tested with the typical production safety accident cases.The results show that the G-M-T model can meet the needs of emergency information acquisition,utilization and feedback in the process of production safety accident rescue,which means the G-M-T model has passed the test and a reasonable production safety accident emergency informationfeedback mechanism is obtained.The paper has 19 figures,6 tables,and 55 references.
