Implication And Realization:Agricultural Green Development Under Guidance Of Ecological Civilization

Since the 18 th National Congress of the Communist Party of China,green development has become an important part of the new development concept.Under the dual background of fully implementing green development and promoting agricultural modernization,China’s agriculture has accelerated the green transformation.Following No.1 Central Document for 3 consecutive years from 2016 to 2018,which concerns agriculture green development for three years in a row,the No.1 central document in 2019 stressed again that "green development of agriculture and rural areas must be promoted",pushing agricultural green development to a new height that concerns the promotion of rural development in an all-round way and the building of a well-off society in an all-round way.Based on the Marxist ecological view,it is an urgent need to scientifically define the connotation of agricultural green development,systematically analyze the evolution of agricultural green development policy in New China,quantitatively evaluate the level of agricultural green development,and explore the short board of agricultural green development in China at this stage,so as to promote the synchronous development of ecological civilization construction and agricultural modernization.This thesis uses the theoretical methods of Marxism theory,agricultural economic management and other disciplines,focuses on the scientific connotation,policy evolution and development level measurement of agricultural green development,finds the short board,and seeks the path of agricultural green development,which not only enriches the theoretical system of Marxist ecological development in the 21 st century,but also provides theoretical support for the government to formulate policies related to agricultural green development in practice.First of all,this thesis defines the scientific connotation of the green development of agriculture by using the interdisciplinary theoretical methods such as Marxist theory and agricultural economic management.The study thinks that the connotation of green development of agriculture goes beyond the traditional concept of green agriculture and sustainable development of agriculture.It is a combination of "three contents" and "three levels",which combines the beneficial exploration of the world green economy,Marx’s ecological view,Xi Jinping’s ecological civilization thought,and the concrete practice of China’s agricultural modernization and rural vibration construction.Among them,three levels are concept,means and purpose.The concept is the expansion and innovation of green development concept in the field of agriculture.The goal is to deepen and continue the sustainable development of agriculture in the new era.The way is to affirm and integrate ecological agriculture and green agriculture and other agricultural models.The three contents are low-carbon,economic and security,which refer to agriculture green development requires taking into account the low-carbon production,economic income increase and safe supply of agricultural development in the process of agricultural production,and pursuing multiple goals such as ecology,economy and society.Secondly,it systematically analyzes the evolution of agricultural green development policy since the founding of new China.Since the founding of the People’s Republic of China,the focus of agricultural green development support policy has gone through the transformation process from increasing grain production to improving the quality of agricultural products to green development,and gradually realized the systematic integration of agricultural green development support policies in economy,security and low-carbon aspects,providing policy guidance,legal guarantee and financial support for comprehensively promoting China’s agricultural green development system.Under the guidance of agricultural green development support policy,agricultural green development has undergone qualitative changes from the overall concept to its low-carbon,security and economic aspects: agricultural green development has gradually reached social consensus;agricultural low-carbon production mode has initially formed;food security and table safety have been steadily improved;agricultural economic goal has changed from increasing production to driving farmers’ income.Finally,based on the quantitative evaluation of the level of agricultural green development,the thesis seeks for the short board and puts forward the implementation strategy.This study uses index evaluation method to construct agricultural green development index from three dimensions of low-carbon production,economic income increase and safety supply,to evaluate the level of agricultural green development.The results show that the green development of agriculture in the new era is faced with five levels of constraints,including knowledge,system,science and technology,policy,capital and so on.According to this,this study puts forward five aspects of China’s agricultural green development strategy:(1)adhere to the concept of agricultural green development under the leadership of the party;(2)promote the structural reform of the agricultural supply side;(3)establish the agricultural science and technology support system;(4)build the clean project of agricultural input;(5)build the whole society participation mechanism.
