The 13 th Five-Year Plan points out that the proportion of natural gas in the energy industry structure has risen year by year.Natural gas is dangerous,flammable,explosive and toxic.If it leaks,the consequences are very serious.All the human works is based on the security.The project construction of natural gas industry bears the dual responsibility of safety and efficiency.In order to safely use and manage natural gas,the construction of natural gas supervisory control and data acquisition(SCADA system for short)came into being.In 2003,the State Council approved the overall project construction book for Fujian Liquefied Natural Gas.The construction book contains nine sub-projects,of which Xiamen is one.Xiamen began construction of the natural gas SCADA system in 2008.So far,the first,second and third phases of construction have been completed.Xiamen has planned to build two new Gates a nd stations to connect Sinopec gas source.Xiamen Gas Pipeline Network has changed from Marine Oil's "single gas source" to "double gas source" to solve the problem of supplementary gas supply when the pipeline network fails.This thesis focuses on the fourth phase of Xiamen natural gas SCADA system project research.Firstly,the theory and method of project sched ule management at home and abroad are expounded comprehensively,and the classical method is compared and analyzed.Starting from the reality of the project,through the collection of data on the ground,the progress management in the construction of the project is combed out and the reasons are analyzed.Formulate solutions to problems.First,with the theory and method of progress management as the guide,through the analysis of the schedule in the bid documents,the content of the project is decomposed l ayer by layer,the flow chart,the two-code network diagram and the logical relationship table are drawn,the project is refined,and the logical relationship of each event is determined.Using CPM critical path method to analyze and determine key tasks,p reposition tasks with no restrictions in the project and optimize the project process.Analyze the allocation of resources,implement the effective use of resources by changing the order of activities,and reduce the total duration of the project schedule plan without increasing the manpower cost.Summarize the final analysis results using project software tools to form a reasonable and feasible project schedule,through the implementation of schedule control,to ensure that the project schedule is effective in real time.Second,according to the actual situation on the spot,through the formulation of the project performance appraisal system,Supplier standard setting,worker learning project,Staff motivation mechanism.In order to enhance the employee working ability and eliminate the delays of equipment transportation.Solving the problems and achieving the goals by monitoring the project schedule which depends on the regulations and working steps.Through the implementation of the progress management mec hanism,clear division of responsibilities,the front and rear coordinated operations,to achieve the goals set by the project.This paper applies the theory and method of progress management,and combines the system and measures based on progress manageme nt to solve the problems existing in progress management in project construction and improve the ability of project performance contract.
