In recent years,with the rapid development of China's industrialization and urbanization,energy consumption is increasing,carbon dioxide emissions remain high,and economic development is faced with energy constraints and environmental problems caused by energy use are becoming more and more prominent.To vigorously develop low-carbon economy and comprehensively promote low-carbon development of energy consumption structure has become an important measure for China to develop ecological civilization and promote sustainable economic development.As a major economic province in western China,shaanxi province is located at an important construction node of "One Belt And One Road" and has become the frontier of the reform and opening up in western China,ushering in a period of great opportunities for development.Shaanxi province is the first batch of low-carbon pilot provinces,after nearly a decade of development for the province's economic and social and environmental resources to lay a solid foundation for the coordinated development.However,with the rapid economic development of shaanxi province,the demand for energy consumption is also increasing.In terms of energy consumption,fossil energy consumption accounts for a relatively large proportion of the total amount,and coal consumption alone accounts for more than 70%.Therefore,the pressure of energy consumption structure adjustment is relatively large.In this context,it is urgent to optimize the energy consumption structure of shaanxi province,promote the low-carbon development of the energy consumption structure,promote the low-carbon economic development and ecological civilization construction of shaanxi province,and improve the quality and efficiency of development.Under the background of low-carbon economy development,this paper aims atpromoting the optimization and adjustment of energy consumption structure in shaanxi province,comprehensively analyzes the status quo of low-carbon economy and energy consumption structure in shaanxi province,and constructs a system dynamics model of energy consumption structure in shaanxi province.Firstly,the research background and significance of this paper are expounded,and the research contents and methods are clarified by summarizing the research status at home and abroad,and the innovation points of this paper are pointed out.Secondly,it analyzes the current situation of low carbon economy and energy consumption structure in shaanxi province,and summarizes the problems faced by the development of low carbon energy consumption structure in shaanxi province.Again,from the perspective of system,building economy,population,science and technology,energy,environment and energy consumption structure of shaanxi province government six subsystems system dynamics model,to test the model,by applying current policy,a total of 17 single policy and combination scheme of system simulation and empirical analysis,discusses the various policies and the combination of the effects of energy consumption structure change;Then,from the perspective of low carbon economic efficiency,the paper evaluates the 17 policy options,and selects the optimal policy and its combination.The results show that the low-carbon development of energy consumption structure in shaanxi province is imperative.The system dynamics simulation can effectively reflect the real situation of the system,and the energy consumption structure can be simulated by the model.Fiscal,industrial,financial and tax policies have relatively obvious effects on the optimization and adjustment of energy consumption structure,while science and technology policies have weak effects and different policy combinations have different effects on the output variables of energy system and environment system.From the perspective of low-carbon economic efficiency,the evaluation results of policy schemes show that the fiscal,industrial,financial and tax policies have the best low-carbon economic efficiency and the best low-carbon development level of energy consumption structure.Finally,the paper puts forward policy Suggestions on the optimization of energy consumption structure in shaanxi province from five aspects of finance,industry,finance,taxation and science and technology,which will effectively promote the low-carbon development of energy consumption structure in shaanxi province in thefuture.
