With the role of LNG as a clean energy in making up for China's energy consumption gap,LNG receiving stations are rapidly building in various coastal areas of China.On the one hand,the location of the receiving station is concentrated in the eastern coastal areas,which is more conducive to the LNG ship transporting LNG from Australia,Central Asia,South America and other countries to China,and rapidly increasing the import volume of LNG;on the other hand,the LNG receiving station is mostly located in the port area.It is necessary to build an efficient logistics system to distribute LNG products.However,the LNG receiving station is limited by the geographical environment of the port,and the space for the operation of the logistics system is very limited.At the same time,the LNG products belong to special product transportation,and the transportation cost is high and the versatility is poor.Therefore,it is necessary to scientifically plan the construction of the LNG receiving station logistics system.Therefore,based on the overall perspective of LNG receiving station logistics system,this paper considers both inventory control and distribution optimization,and establishes a two-level planning model for inventory control strategy upper layer model and multi-model vehicle path planning lower layer model,by setting reasonable satisfaction.The two-level model is solved horizontally to achieve an inventory control strategy and distribution plan that are both satisfactory to both inventory and distribution.At the same time,the phenomenon of“efficiency and counter-reaction”between inventory cost and distribution cost is solved,and a reference scheme for the construction of logistics facilities at the receiving station is provided.Firstly,this paper analyzes the traditional inventory control strategy and the classic vehicle routing problem(VRP)and its related solving methods.On this basis,it summarizes the characteristics of inventory control management and tanker delivery of LNG receiving stations,and summarizes the factors affecting the receiving station inventory control and delivery.With the minimum total cost as the goal,considering the inventory level limit,the demand of downstream customer nodes and the type of delivery vehicles,the upper model of the(s_t,S_t)inventory control strategy under non-stationary demand and the lower model of the multi-vehicle vehicle path planning are established.We uses the inventory control parameter solving algorithm to solve the upper model,and formulates the ordering strategy for the LNG receiving station;We uses the genetic algorithm to solve the lower model,and formulates the distribution plan for the LNG receiving station.Then the interactive fuzzy theory is used to solve the overall problem of the two-layer model based on the upper and lower satisfaction levels,At the same time,it gets the optimal number of tank configurations,inventory control strategies,routing vehicle selection and path planning to achieve the same level of satisfaction.Finally,performing a case study on a LNG receiving station,the results verify the feasibility of the model.It shows that optimizing the inventory control and distribution plan from the logistics system can effectively reduce the logistics cost and guide the construction of the logistics facilities of the receiving station,which has played a guiding role in optimizing the logistics system of the domestic LNG receiving station.
