Study On Comprehensive Management Mode Of Typical Heavy Polluted Citizen Rivers

The report of the 18 th National Congress of the Communist Party of China and the report of the 19 th National Congress of the Communist Party of China clearly put forward that the construction of ecological civilization is a long-term plan related to the future of the nation,and the construction of urban ecological civilization is the last kilometer for China to move towards "building a moderately prosperous society in an all-round way".The improvement of urban rivers is essential content of ecological civilization construction.Meanwhile,the pollution of urban rivers has evolved into the main obstacle to urban development.In recent years,urban rivers in China were heavily polluted due to the rapid economic development and the rise of population density.Hundreds or even thousands of black and smelly rivers appeared in our major cities.Hence,“The Action Plan for Water Pollution Prevention and Control”(Ten Items of Water)was issued and a nationwide battle for water pollution control was launched.However,due to the time was limited and the task was tough in this battle,there are still many management bottlenecks for heavily polluted rivers at present.It is very necessary for us to carry out the correlational research,and put forward a comprehensive management mode which can support the target of “Long-term governance and long-term clean”.The Maozhou River in Shenzhen,the first tier city in the south of China,was chosen as the main research object,It was found that the typical heavily polluted urban rivers have typical characteristic as follows: usually located in developed cities with rapid economic development,high population density;the water quality were bad characterized by black and odor;the management are still in the stage of comprehensive restoration with many bottleneck problems.Through literature review,on-site investigation and supplementary monitoring of river water quality,this paper combs and evaluates the comprehensive treatment engineering measures of heavy polluted rivers in typical cities and finds out such engineering measures.It is found that the construction of regional pipe network,sewage treatment facilities and the clean-up of the source were the main content of the comprehensive treatment engineering measures.After the completion of the project,the rivers water quality were improved significantly,but the effect could not be fully exerted due to incomplete management.By means of data investigation,public opinion survey and environmental data analysis,the strategies of water pollution control was analyzed.The results showed that the comprehensive strategies of the typical heavy polluted urban rivers usually follow the principle of "overall planning of river basins,simultaneous treatment of symptoms and causes,simultaneous construction and management,and combination of long term and short term".Innovations were achieved in many aspects.However,the over-all planning and coordination are still limited in the river management.So it is still difficult for the typical heavy polluted urban riversBased on all the above research results,the comprehensive management mode of typical heavy polluted urban rivers was deeply discussed.It is proposed that the core management objectives of River comprehensive management should be defined firstly,the top-level design of comprehensive planning should be carried out from the urban level,and the specific mechanism of urban public management and river basin management should be further constructed.At the same time,the river intelligent management platform should be built and intelligent means should be used to accurately implement all the management measures.Only by realizing the seven co-ordinated plans of time,organization,system,region,means,subject and information can we ensure the long-term governance of the urban rivers.This achievement has important reference significance for the comprehensive treatment and water quality management of the same kind of cities at home and abroad,and can effectively promote the construction of urban ecological civilization in China.
