China is in the critical period of economic transformation, and the development concept of innovation, synergy, green, sharing and harmony needs to be deeply practiced. At the same time,in the process of urbanization,China's infrastructure construction is gradually improved, and the rapid development of transportation and information infrastructure. On the one hand, the geographical distance and information distance between regions have been greatly reduced, transportation and information costs have dropped significantly, and the region has been strengthened.Interconnection, promoting economic and trade exchanges, knowledge and technology exchanges, and promoting regional economic development,on the other hand,it may also bring about problems such as industrial agglomeration, excessive resource consumption and environmental pollution due to the facilitation of regional exchanges. Therefore, under the dual constraints of regional resources and environment, does the improvement of transportation and information infrastructure promote regional green development? This paper chooses the ecological efficiency of economic development indicators under the constraints of resources and environment to measure the regional green development and explore the impact of transportation and information infrastructure on regional ecological efficiency. This paper firstly based on the 2001-2016 national, provincial and prefecture-level annual sample data, from the perspective of time and space, illustrates the current development status and existing problems of China's transportation and information infrastructure and regional ecological efficiency. Then, the existing economic theories and the research of the thesis are collated, and the actual situation is analyzed. On the one hand, the mechanism mechanism of the impact of transportation and information infrastructure on economic efficiency, energy efficiency and environmental efficiency, and then affecting ecological efficiency is analyzed. On the other hand,Eco-efficiency is decomposed into pure efficiency, pure technical efficiency, and pure-scale efficiency, indicating the mechanism by which transportation and information infrastructure affect their growth and decomposition.Trying to analyze the mechanism of the impact of transportation and information infrastructure on ecological efficiency in economic theory from different levels.By establishing a theoretical model, the analysis is carried out simultaneously from the production field and the utility field.Based on the Cobb-Douglas and the utility model, the measurement variables measuring traffic and information infrastructure are added to further illustrate the regional ecological efficiency of transportation and information infrastructure.Impact.Finally,using the sample data to establish common panel models and spatial measurement models at the provincial and prefecture-level cities, conduct empirical tests, draw conclusions and propose targeted policy recommendations. The empirical results show that: first, the spatial agglomeration characteristics of regional eco-efficiency change with time, from “high-low”,“low-high” agglomeration to “high-high” and “low-low” agglomeration, and the ecological efficiency spatial lag factor at this stage Significantly negative,inter-regional development is more characterized by “proximity competition” rather than “cooperative development”.Second, transportation and information infrastructure have a significant impact on regional eco-efficiency,but performance at different regional levels is not completely consistent. At the provincial level, there is a positive U-shaped relationship between transportation infrastructure and ecological efficiency.Information infrastructure and ecological efficiency show a significant linear positive correlation. The interaction terms of the two have a significant positive impact on ecological efficiency, but the spatial spillover effects are not Significant;at the prefecture-level level, there is a cubic curve between transportation, information infrastructure and ecological efficiency. There is an optimal interval for urban transport infrastructur e to promote ecological efficiency. In this interval, the increase of transportation infrastructure will be ecological.Efficiency has an adverse impact. For urban per capita road area, the interval is 15-40 square meters per person, and for urban road density, the interval is 1.5-60 kilometers/100 square kilometers.Information infrastructure still has a positive and positive effect on ecological efficiency. The interaction between the two has no significant impact on ecological efficiency. The spatial spillover effect of urban per capita road area on ecological efficiency is not significant, and the spatial spillover effect of highway density is negative. The spatial spillover effect of network communication penetration rate is positive. At present,inter-city development has also become more "proximity competition" and non-"cooperative development." The results of sub-regional regression show that the effect of urban sample transportation and information infrastructure on ecological efficiency in the eastern sample is basically the same as that in the whole sample city. The sample cities in the central and western regions are not completely consistent. The positive impact of urban roads in the central and western regions on ecological efficiency is not Significantly, even the increase in road density has a negative impact. It needs to be vigilant. While the transportation infrastructure is perfect to bring about economic agglomeration, there may be large resource consumption and environmental pollution problems. The development concept of green, synergistic and shared between regions needs to be deepened. Finally, based on the theoretical analysis and empirical test of regional ecological efficiency of transportation and information infrastructure, the corresponding policy recommendations are put forward.
