Research On The Garbage Classification "Mixed Delivery And Mixed Collection" Phenomenon In Guangzhou

With the advancement of urbanization,the problem of garbage is becoming more and more serious.As a super large city,Guangzhou has experienced the dilemma of garbage siege in recent years.In 2000,Guangzhou was listed as one of the eight pilot cities of garbage classification in China,formally promoting the garbage classification policy.In the past 20 years,a way of garbage classification with Guangzhou characteristics has been gradually explored.Especially in recent years,a number of laws and policies have been promulgated intensively,and the implementation of policies has been vigorously promoted,and good social results have been achieved.However,Guangzhou's garbage classification policy still pays more attention to back-end treatment than front-end classification,and the problem of "mixed delivery and mixed collection" is more prominent,which greatly reduces the effect of garbage classification policy.This paper focuses on the front-end part of the garbage classification policy: classified delivery,classified collection and transportation,focusing on the "mixed delivery and mixed collection" problem,using the theory of policy implementation process model to study the "mixed delivery and mixed collection" of Guangzhou garbage classification policy.This paper introduces the basic content of the garbage classification policy of Guangzhou,puts forward and describes in detail the "mixed delivery and mixed collection" problem,analyzes the causes of the "mixed delivery and mixed collection" problem,and puts forward the countermeasures to solve the "mixed delivery and mixed collection" problem from the macro and micro levels combined with the successful garbage classification cases abroad.The research results show that the main causes of the "mixed delivery and mixed collection" problem are the imperfection of the policy system,the deviation of the concept of public management,the psychology of public spectators and so on.In view of the problem,the paper also gives the countermeasures,which provides a reference for the government to promote the reform of the garbage classification policy.
