Study On Demarcation Technology Method Of “Three Zones And Three Lines” In County Territory

A fast-developing society is always faced with the major test of population expansion,resource shortage,energy crisis,insufficient food,and environmental pollution.Taking a broad view of the overall situation and the future,rational control of the national space is the key to solve development problems.In recent years,with the continuous advancement of the construction of ecological civilization,improving the spatial planning system,coordinating the control of the use of national space,and improving the supervision system of natural resources have gradually become the focus of attention.In other words,national space is an important carrier and content of the construction of ecological civilization,and it is the space foundation on which people live and develop.Therefore,it is necessary to carry out the resource and environmental carrying capacity and territorial development suitability of national space,that is,the evaluation of the carrying capacity of resources and environment and the suitability evaluation of national space development to find out the endowment conditions of national space and assist in the rational delineation of the“Three Zones and Three Lines”in the space planning base map.It is important to explore,reform,and implement national space planning under the background of establishing the concept of green development and forming the basis of the planning of the main functional area.This article takes Shifang City,Deyang City,Sichuan Province as research areas.The author initially constructs an analysis framework,model method,and thought process for territorial space evaluation,and conducts empirical research.First,carrying out resource and environmental carrying capacity and territorial development suitability and sorts internal logic of“Three Zones”“Three Lines”to form a technology chain.Based on the three types of spatial orientation,a 30m×30m grid was created as the basic evaluation unit.The model for optimizing and constructing the resource and environmental carrying capacity evaluation and the suitability evaluation of national space development was adopted.The identification matrix was used to obtain the level of the resource and environmental carrying capacity.Summing up the suitability of national space development through Delphi Method,the suitability evaluation level can be obtained.Then,using Arcgis software based on the suitability evaluation results to identify the spatial attributes by using three-dimensional magic cubes.Finally,results of the trial of the“Three Zones and Three Lines”of Shifang's national space can be obtained.Main conclusions:The urban space,agricultural space,and ecological space of Shifang City respectively accounted for 12.80%,39.89%,and 47.31%of the whole area,and the corresponding areas were105.02km~2,327.28km~2,and 388.18km~2.The towns and towns mainly about urban construction include Fangting Street,Zaojiao Street,and Luoshui Town.The towns and villages mainly about agriculture production include Yinfeng Town,Majing Town,and Nanquan Town.The towns and villages mainly about ecological protection include Hongbai town,Yunhua town,Bingchuan town.Since the development of China's space planning,its purpose and significance have gradually deepened.The internal logic of“Three Zones and Three Lines”based on Resource and Environmental Carrying Capacity and Territorial Development Suitability is not only a cause and effect,but also a two-way transmission mechanism.Through the spatial management and control pattern,the regional natural capacity and economic and social development status can be observed.The further early-warning technical work on carrying capacity of resources and environment is carried out.To promote the“dynamic balance”of multidimensional resources for urban development,efforts can be made in aspects related to ecological improvement,environmental protection and space usage from the perspective of the quality and capacity of water,population,spaces.
