Research On Optimizational Strategy Of Logisitics Outsourcing Management For Hazardous Chemical Goods In BS Group

The huge damage caused by explosion of Tianjin port dangerous goods warehouse in 2015 attracted public attention to the confusion of hazardous chemicals logistics actives.The management of hazardous chemicals logistics has the obvious characters with high degree of knowledge,high risk and strong experience etc.Under the severe reformation of authorities,the dangerous goods logistics service supplies are lack of demands in many areas of China.Chemical industry manufacturers attach more and more importance to the stability of the logistics service resources,in order to ensure the operation smoothly of its logistics supply chain.The article takes the BS group which is respective of international chemical manufactories as a reaserach obeject to discuss the DG outsourcing management from below contents.Firstly,logistics outsourcing and logistics supply chain theory which is bundle of the 3rd-party logistics.Including logistics supply providers' management,cost management,outsourcing risk management and logistics synergy.Secondly,take the BS group as a case study to find the management problem by approach of theories applied to execution.BS group is a multinational chemical manufacturing enterprises which had established more than two dozen factories in China,it's half finished product are belong to the hazardous chemical substances be defined by state security bureau or dangerous goods which be defined by the ministry of transportation.BS group is an active advocator and practitioner to use of the outsourcing service of logistics.This article analyzes positioning matrix of BS group demands and outsourcing resources supplies,to find the logistics outsourcing service management shortcomings by SWTO tool,problem of logistics outsourcing managements,legists cost is growing too fast,control risk toughly and out of work of the logistics operation synergy.The purpose of the BS management is the cost saving and risk controlling during the operation of logistics supply chain.Thirdly,linked with the problem analysis and management experience,proposal some optimizational measures,protection type,defensive type,high altitude and attack type.And under these optimizations to put forward various methods: protective mode with cost reduction,defensive mode with risk control in advance,improvement mode with “Internet +" innovation and offensive measure with SCM integration.In the end,analyze the optimization affection of the logistics outsourcing management as the case implementation in BS group.Main research siginificance of this article is bundle with author's logistics management experience for many years,research and brings some evaluation,selection and management system from abroad and to bundle with the requirements of Chinese authorities.Thus,reach some effective and suitable optimization measures to reduce cost and control risk in BS Group.The author wish this specific case of theories applied to practices can offer some references to the industries' development of Chinese hazardous chemical logistics services.
