In recent years,China's manufacturing industry has developed rapidly,and its foreign trade has expanded significantly.While driving economic growth,it has also placed a huge burden on China's resources and ecological environment.In May 2013,General Secretary Xi pointed out during the sixth collective study of the 18 th Central Political Bureau that economic growth cannot be traded at the expense of the environment.Today,China's economy has turned to high-quality development.A series of ecological environmental protection policies have been introduced one after another,and environmental regulations have generally tightened.This has given polluting manufacturing enterprises that have not yet transformed into high-quality development,especially polluting manufacturing enterprises in foreign trade Brings more pressure.At the same time,due to the large differences in environmental pollution control and emission control requirements of the various manufacturing industries in China,the impact of changes in environmental policies and regulations on manufacturing industries with different types of pollution also differs greatly.Since the establishment of diplomatic relations between China and the United States,the United States has maintained its important position as China's largest manufacturing exporter and trading country.However,the return of the US manufacturing industry and a series of trade disputes and frictions between China and the United States have created new opportunities and challenges for Chinese manufacturing industries to export to the United States.In view of this,studying the impact of changes in China's environmental regulatory intensity on the export trade of different types of manufacturing industries in China can effectively promote the sustainable development of China's exports of various types of pollution to the United States.This article mainly examines the impact of the intensity of environmental regulations on manufacturing export trade from the perspective of China and the United States.In order to study this issue,this article matches the classification of the trade sector with the industrial classification system based on the actual export situation to the United States,and sorts out 20 manufacturing industries.Combinedwith the relevant theories of international trade,this paper focuses on the analysis of the impact mechanism and effects of environmental regulation on the export industry.Environmental regulation mainly affects industry export trade through the “trade cost effect” and “trade technology effect”.Among the factors that affect export trade,this article is based on the HOV model,introduces environmental regulatory variables,and establishes a panel data model to estimate the impact of environmental regulation on manufacturing exports to the United States.Empirical evidence shows that: For pollution-intensive industries and moderately polluting industries,appropriate environmental regulations have a certain positive effect,which will stimulate enterprises to carry out technological innovation and industrial structure upgrades,and increase the export competitiveness of products in international markets,thereby increasing enterprises.The amount of export trade is basically in line with Porter's hypothesis;physical capital,research and development investment,and foreign investment also play a certain role in promoting exports of these industries to the United States.For other clean industries,the impact of environmental regulations on it is not significant,but physical capital,research and development investment and foreign investment have a significant role in promoting it.Based on the empirical results,the impact of these factors on China's pollution-intensive and moderately polluting manufacturing industries,as well as the consideration and discussion of China's current environmental policy,we have the following suggestions: Make full use of existing Western developed countries Based on the experience and lessons of environmental protection,and further in-depth study of China's actual national conditions,the government needs to adjust and improve the existing environmental protection system,formulate environmental laws and regulations according to the type of pollution in the manufacturing industry,and cannot address all aspects of environmental regulation;Improve the right to speak on environmental standards,gradually change the status quo of the development of international environmental standards in developed countries,support and promote technological innovation related to pollution reduction,pollution reduction,and resource conservation,and establish environmental early warning response systems in trade barriers;optimization Export structure to the United States,develop green trade,adjust existing foreign trade policies,stimulate the adjustment of Chinese manufacturing exports to the United States in the direction of high added value and low energy consumption,and promote the sustainable development of manufacturing exports to the United States.
