There has been nearly forty years since the reform and open in 1978,China's economic development has made remarkable achievements.China has become the world's second largest economy following the United States,and the total economic output and import and export volume ranks the world's top second.In the year of2016,China's GDP growth rate is 6.7%,and its contribution rate of the world's growth is 33.2%,ranking first in the world.China has been the world's first engine of economic growth.It must be clear that China's economic development is at the expense of environmental quality and people's living environment.Economic structure and energy structure of our country is heavily biased towards coal based high energy consumption,high pollution and high emission industries.The rapid development of China's export trade is also accompanied by the serious deterioration of the natural environment in our country.It has not only a serious impact on the health of our citizens,but also is not conducive to the quality of life of people's living standards to improve,and people's life quality to rise.What's more,it is not responsible for the future generations of breeding and growth,and it will also become a serious obstacle for the economic development to stay sustained and healthy.The market economy is so spontaneous and blind so that China's energy structure,economic structure is unreasonable,which caused serious environmental pollution.It is required for the government to take many economic and legal measures to compensate for market failure,in order to promote the coordinated development of economic development and environmental protection,such as the adjustment of economic structure,the improvement of laws and regulations.Therefore,this paper studies data of China export trade and environmental pollution and utilization situation in 1990--2014 qualitatively and quantitatively,with emphasis on the effect of China export trade on the environment,then put forward some specific conclusions and suggestions.This paper uses qualitative research methods to research current situation of China's export trade and environmental pollution,then to analysis whether there is a correlation exists between the both.And then we use ACT model put foward by Antweiler,Copeland,Taylor(2001)quantitatively to study comprehensive effect of the free trade on environment,including scale effect,structure effect and technology effect by ordinary least squares.Finally,we use the method of time series analysis to test the dynamic relationship between export trade and environmental pollution,such as stationarity test,co-integration test,Grainger causality test and impulse effect analysis.The conclusion of the study said it has a negative negative effect on environment to expand the export scale of China's foreign trade and the status of foreign trade structure.Foreign investment does not has the positive effect on the environment as we expected,environmental pollution effect it brings is far beyond the positive effect brought by technology improvement of foreign investment.And we find export trade is Grainger causes of environmental pollution,but environmental pollution does not have a major impact on the development of export trade.To solveEnvironmental pollution,the government can not take the road of "Pollution first,Management second”,and we must start from the source and carry out the policy of putting prevention first and combining prevention with control,force polluting enterprises to improve energy efficiency and reduce pollution consciously by internalized the pollution hazard into the cost of polluting enterprises.
