The rapid development of chinese economy as well as the global economic integration have resulted in a dramatic increase in domestic demand for steel and coal.Therefore,for the fulfillment bulk cargo transportation and reduction in transportation cost,ship maximization has become the inevitable trend.The very large ore carrier(VLOC)which contain 300,000 dwt maintain large load capacity,deep draft,long scale,large stroke and wide inertia,affected by shallow and narrow channel restrictions,braking and handling requirements are very difficult,it requires the harbor pilot ought to have a plateau level of pilotage operation.Currently China port berth 300,000 dwt ore carrier are rare,further research of practical ship pilotage operation should be taken.Despite the obvious advantages for bussiness of the VLOC,it brings tremendous risk to harbor.In the event of a major accident occur,it will cause disastrous consequences.Predictably the practical pilotage and risk analysis for VLOC will become the research subjects in domestic ports over the next few years,especially the harbor pilotage institution with the new deep-water berths.Fuzhou port Luoyuan bay Kemen operating area currently has 200,000 dwt and 300,000 dwt berths each,of which 300,000 dwt Kemen berth 4# operated for three years.Fujian Fuzhou Port Authority Pilot Station accumulated a full experience on VLOC pilot manipulation and risk control.The article gives a detailed introduction on present situation of Luoyuan bay harbor in natural conditions,channel depth,navigation conditions and harbor facilities.The article discusses and research in maneuverability of the 300,000 dwt ore carrier combined with the simulation of ship maneuvering.The author also collected a large amounts of data by navigation data acquisition equipment during the practical pilot operation and solved the key problems focus on berthing speed control and tug braking operation.The article improved the operation mode of VLOC pilotage berthing Fuzhou Luoyuan Bay Kemen berth 4#.The article also made safety evaluation for practical pilotage of 300,000 dwt VLOC and analyzing the pilotage safety risk with Formal Safety Assessment(FSA)method,proposed to reduce security risk measures and recommendations,which will guide pilotage operation and avoid major pilot accident and ensure the safety of pilot operation for the VLOC in Fuzhou Port.
