The Location Research Of Pilot Boarding Waters In Guangzhou Port

Ship pilotage is very essential to the vessels’ entry and departure from the port.Withal,it is also important for the maintenance of state sovereignty and ensure the safety of navigation,ship turnover rate,port operation efficiency,traffic order and harborage area environment.Guangzhou Port is one of the super ports in china,and it has carried the transport of a large amount of cargoes.The pilot boarding waters has a direct impact on the safety and efficiency of pilotage and even the sustainable development of the Guangzhou Port.Hence,the study on location of pilot boarding waters is of great significance.The concrete research content is as follows:(1)The present situation of the location of pilot boarding waters in our country has been analyzed.Based on the requirements and objectives,the principles of location have been carried out under the international conventions.(2)Based on the present stage of Guangzhou Port and its navigation,the analysis to necessity of setting the boarding area in rough waters has been done.And then,the primary selection has been done due to the practical situation,(3)On the basis of primary selection waters,the site selection model has been built by using analytic hierarchy process.The evidence reasoning algorithm has been used as a tool to decide the optimal waters.The final location of pilot boarding waters is Area 2.(4)Based on literature collection and expert consultation,the optimal area of pilot boarding waters has been located.In order to ensure the safety of pilotage,from the angles of man-machine-environment-management,the risk control measures have been raised.
