The predecessor of China Railway SD Group is China Railway SD Engineering Bureau,belongs to China Railway Group Limited.Since established,it attaches importance to the development of four major functions of survey&design,construction,scientific research&development,and machinery repair.New technologies and scientific research team are adopted actively,investment increases,it has become China’s main tunnel and underground engineering construction enterprise.After twenty years of rapid develpopment of the domestic economy,by domestic and international multiple effects,the current development shock.With the development of railway,highway and urban rail transit,it has become enterprises" focus that how to rely on the Chinese tunneling and underground engineering market,continue developing construction technology and scientific research level,seize opportunities,strengthen management to achieve rapid development.Combined with the strategic development of China Railway SD Group in new economic situation,this paper carries out relevant research,focusing on solving the current economic environment of strategic response.First of all,this paper makes clear the research content,objectives,methods and routes,clarifies the basic line of research,determines the overall framework of the study under full understanding of the background.Secondly,theories of strategic management are introduced;the strategic concept,definition,contents,elements and research methods,including PEST,Porter’s Five Forces and SWOT analysis were summarized.Also strategic evaluation and method of selection are discussed,these related theories establish the basic study on the method.The main part of the thesis,focusing on analysis of the external and internal environment of SD Group,with correlation method,grasp the skeleton of the tunnel construction market development,combined with the technical and development characteristics of tunnel construction market,facing the development environment,analyze the key factors,grasp the group internal and external resources,the group’s strategic levels were assessed,so as to grasp the basis of the strategic management of the group.Combining SWOT analysis results,the growth strategy was determined,combined with the favorable opportunity of railway,highway and urban rail transit nmarket development,the composition of China Railway SD Group strategy were determined,from the aspects of organization,management,technology,scientific research,innovation,human resources,the group’s strategic management content and management method were finally described.At last,the implementation of the strategic need to safeguard measures are summarized,a comprehensive analysis of the path and methods of the growth strategy,for realization of SD Group of talent development,scientific and technological innovation,industrial chain,market position,enterprise culture,specific reference methods were put forward.Based on the construction industry especially tunnel construction market development,this paper research the environment basis,method basis and approach basis of enterprise strategy,help China Railway SD Group to determine the basic model of the future strategy development,for SD Group business growth,China’s construction industry transformation and upgrade,it provides a certain value of reference,and provides some valuable suggestion and consideration on strategic management in building enterprises.
