The transmission and distribution network is a bridge between the power supply side and the electric side.Not only a reasonable transmission price improves fairness of the electric power trade,but also be of great importance to the efficient operation of power grid.With a new round of China's electric power reform,transmission and distribution price has become a key part of the reform,the establishment of a scientific and reasonable pricing method of transmission and distribution price is significant.Compared with Postage Stamp method,the advantage of Peak-load pricing is that it reflects the relative values of different users occupy the transmission and distribution resources,which helps to strengthen the demand response,promotes the optimal allocation of transmission resources and the fairness of cost sharing,contributes to retail competition in the electricity side.Therefore,for the purpose to build a more perfect and reasonable price method which is suitable for our country based on Peak-load pricing method,this thesis conducts the following research:Firstly,the author summarized the research status and development trend of the allocation and pricing methods for transmission and distribution costs.The power transmission and distribution pricing method and cost sharing method is summarized systematically,selection and design of different countries according to the actual situation of the local power network is summarized.Secondly,a pricing method which is suitable for our country based on Peak-load theory is constructed in this paper.The Peak-load pricing theory and its application in the field of electricity transmission and distribution pricing is conducted in the first place;then the transmission cost is classified according to different properties in order to form six kinds of pricing cost which attribute to different voltage levels.After that,the cost allocation model and pricing method based on Peak-load pricing is constructed,and the transmission and distribution price of all voltage levels is calculated.A numerical case shows that compared with the traditional method,the pricing method proposed in this paper is more reasonable in cost sharing and more scientific in price formation.Finally,a further research on the application of the model for different data integrity is proposed in this paper.Two cases should be taken into account in practical use.In the case of obtaining complete data,the data needs and pricing implementation process is proposed.In the case of missing data,the concept of multi-dimensional load is introduced here in order to demonstrate the feasibility of restoring missing data.Different scenarios is discussed here.For each situation,a model for restoring miss data is constructed and the solving method for each model is proposed.Numerical cases proves that the method proposed in this paper is feasible in practical use.
