The Empirical Research On Performance Evaluation For Small-scale Irrigation Works In Anhui Province

The Small-scale water conservancy project mainly refers to the field irrigation and drainage engineering,which is used to solve the problems of the rural farmland irrigation,the rural people's drinking water and the drought and waterlogging.Small water conservancy project to upgrade project refers to the small reservoirs,small,small,small and medium-sized sluice pumping station,irrigation ponds,ditches,electromechanical wells,Mojiquxi and other 8 categories of small water conservancy project is focusing on promoting the upgrade project,so that the existing small water conservancy irrigation waterlogging ability to effectively play.The transformation of small water conservancy project to promote the protection of agricultural production is carried out smoothly,the smooth implementation of upgrading projects,will significantly enhance the role of the economic benefits,social benefits and ecological benefits of the project area.Therefore,for the transformation of small water conservancy projects in Anhui province to promote the implementation of the project,build a scientific and rational performance evaluation index system,discover the existing problems in the process of promoting the project and solve problems,summed up the experience and good practice,to play the maximum benefit of financial funds,adjusting financial expenditure structure,improve the financial funding arrangements for science,play the financial control function,has important theoretical significance and practical value.This paper takes Anhui province from 2014 to 2015 of 18 batches of transformation of small water conservancy project to enhance the project performance evaluation as the research object,focus on the construction of small water conservancy projects in Anhui province to promote the transformation of the main line of the evaluation index system of project performance,full demonstration on the basis of performance evaluation theory and method,the small water conservancy project to upgrade the status and methods of project selection.On 2015,Anhui Province in 2014,18 batches of small water conservancy projects to enhance the transformation of performance evaluation and empirical analysis.First of all,according to the theories and methods of performance evaluation are summarized,combined with the domestic situation and experience research,choosesuitable for reconstruction of small water conservancy projects in Anhui province to promote the project performance evaluation method;secondly,the small water conservancy renovation project to enhance the evaluation content,construction characteristics,construction of small water conservancy projects in Anhui province to promote the transformation of the performance evaluation index system of the project.And clearly the evaluation level,evaluation rules and standard for evaluation;then,respectively,in Anhui Province in 2014 and 2015 18 batches of small water conservancy projects to enhance the transformation of empirical analysis of the performance evaluation,summed up the completion of the project,analyzed the evaluation index of reason;finally,the empirical analysis of the performance evaluation in the process of finding problems,and put forward the corresponding measures and suggestions.By Anhui Province in 2014 to 2015 of 18 batches of small water conservancy project to promote the transformation of engineering project performance evaluation of empirical analysis,we can see that the current transformation of small water conservancy project to enhance the project still exist some problems,mainly reflected in: first,local matching funds are not in place;two is the payment of the project schedule management measures and is lagging behind;three filing is not complete;the four is the financial management of the construction unit is not standardized;the five is the implementation of the lack of the final management;six is the project acceptance is not timely;seven is the project construction and management process needs to be further strengthened;the eight is the water conservancy of professional and technical personnel are scarce phenomenon;nine is the project progress is not balanced;the ten is all kinds of water the project of small water conservancy project to upgrade the task goals difficult to achieve.According to the evaluation findings,put forward the following suggestions: one is to do the project survey,screening work,improve the service efficiency of the fund;two is the standard design,strengthen project construction;three is to strengthen the standardization of project management;the four is to strengthen the later management security,extend the normal play to the efficiency of time;five is to strengthen project management archives,the implementation of the construction of responsibility;six is the establishment of a sound long-term control management mechanism,improve the project construction procedures;the seven is to strengthen the construction of talents,enhance theprofessional skills of the grass-roots water conservancy technical personnel;the eight is to adhere to the planning guide,the scientific development of the implementation plan;the nine is to increase financial investment,the implementation of the relevant security policy strengthen organizational leadership,clear responsibility;ten is the evaluation results as planned capital allocation basis,strengthen the application of evaluation results.
