Study On Energy Cooperation Mechanism Between China And Central Asia Under The Background Of "the Belt And Road"

The implementation of the “ the Belt and Road Initiative ” brings new opportunities for energy cooperation between China and Central Asian countries.In the context of international oil price fell sharply and the economic development of Central Asia was affected by Russia's economic recession,how to continue to consolidate and deepen energy cooperation between China and Central Asia is a realistic problem what China and Central Asia need to face.Practice shows that only to build a stable and effective multilateral cooperation mechanisms based on the deep understanding of the status,characteristics and trends of the cooperation can promote the energy cooperation between China and Central Asia.However,what we need to recognize is that energy cooperation is influenced by multi-dimensional factors,especially in Central Asia,the advancement of energy cooperation is affected by the geopolitical,economic environment,security threats and the Central Asian countries' development strategies.Therefore,for the construction of multilateral energy cooperation mechanism,the theoretical and practical exploration can not be restrained from a single level,we need to focus on building a multilateral energy cooperation mechanism system.This paper based on the background of “ the Belt and Road Initiative ”,First of all,on the theoretical dimension,this paper analyzes the achievement,characteristics,mode and potential risks of energy cooperation based on the analysis of the basis of energy cooperation between China and Central Asia,on the practical dimension,the paper discusses the future development trend of energy cooperation,and concluded that energy cooperation has been deepening and developing towards multilateral cooperation.Secondly,on the basis of analyzing the existing energy cooperation mechanism between China and Central Asia,it is concluded that the multilateral cooperation mechanism is the development direction and inevitable choice of the future energy cooperation mechanism between China and Central Asia,then analyzes the necessity and feasibility of the construction of energy multilateral cooperation mechanism Combined with the current situation and development of energy cooperation between China and Central Asia.Onthis basis,this paper conceives a system of energy multilateral cooperation mechanism,and elaborates the corresponding principles and path of constructing the mechanism system.
