Automobile industry is one of the important pillar industries in China's national economic construction,at the same time,it can drive the development of nearly one hundred related industries,Its development and stability of the socialist market economy,has a vital role and significance.At present,the international supply environment of oil resources is constantly changing and turbulent,price fluctuations larger,Coupled with the traditional car air pollution and environmental damage is becoming increasingly serious,transformation and upgrading of the automotive industry is imperative,The development of energy saving and environmental protection of new energy automotive industry has become the consensus of the whole world and the whole society.According to Keynes' s theory of state intervention,the adjustment of industrial structure is bound to the existence of market failure,so the appropriate government policies to protect the development of new energy automotive industry,to achieve efficient allocation of resources,to make up for the shortcomings of market failure.National and local governments have issued a series of policies to encourage the development of new energy automotive industry,help them get rid of the path dependence of traditional energy vehicles.In this paper,the DID model is used to study the impact of the local policies of the state and Shanghai on the sales of plug-in hybrid vehicles,and the DID model is widely used in the study of public policy,the main results are as follows:1?The influence of positive sales preferential policy for energy conservation and emission reduction in Shanghai city of Roewe E550 car,after 2016,the national and Shanghai local subsidies to cut down on the plug-in hybrid vehicle sales have a negative impact,so for now,the impact of policy subsidies on the sales of new energy vehicles can still produce immediate results;2?The impact of the electricity price index and the oil price index on the sales of hybrid vehicles is inconsistent with the expected results,shows that consumers pay less attention to electricity and oil prices when they buy hybrid cars;3?Although the average price of Shanghai license for hybrid vehicle sales impact is not obvious,but the number of licenses for the sale of hybrid cars have a significant impact on sales,note that many people who did not get the license to choose the purchase of new energy vehicles through the purchase of Shanghai license.Based on the above main conclusions,this paper puts forward the following policy recommendations:1?Strengthen the technical research and development policy support,the current subsidy policy mainly tend to the consumer side,which led to the new energy automotive companies over to meet short-term needs of consumers,ignoring the long-term trend of industrial development,excessive fight configuration,spell price,ignore the investment in research and development,leading to the homogenization of serious competition;2?Strengthen customer service service investment,new energy vehicles,especially hybrid cars,from the design,layout,power,manufacturing technology and other aspects,there are differences with the traditional car,which leads to a serious lack of the 4S shop can engage in a hybrid car repair and maintenance staff;3?Increase subsidies for the construction of charging pile network,charging pile network coverage level,can determine the hybrid vehicle to a certain extent,the owner usually use electricity or oil,because the owners rarely go one kilometer road for charging,if the charging pile network is unreasonable,will likely lead to the owners only without electricity(oil without electricity).
