In recent years,with the accelerated pace of urbanization in China,the expansion of large and medium-sized cities has brought unprecedented pressure to the construction of urban infrastructure.In order to alleviate the pressure of the rapid growth of urban traffic,cities have put forth effort to build urban rail transit.Urban rail transit has the advantages that traditional public buses and trams can't match,especially the advantages of low carbon and environmental protection,especially in line with the requirements of China's ecological civilization construction.However,the investment in urban rail transit proects is huge,and the lack of financial funds has become an important factor to obstruct the construction process.How to solve the problem of funds has become the focus.In the third Plenary Session of the 18th CPC Central Committee,our government made an important decision to allow social capital to participate in the investment and operation of urban infrastructure through franchising.Then,a series of support policies have been introduced,and the PPP project has gradually entered the public view,and many large projects have introduced it.The PPP model is helpful to the quality,income and risk response of the project because of its particularity in the introduction of social capital.However,the development of PPP mode in China is still in the exploratory stage.Because of its long life cycle,PPP projects in China have been few,and the successful completion projects are few.And the investment amount of the PPP project is huge,so there are many risks involved,and the failure cases of PPP projects at home and abroad are not a few.Based on the research of city rail traffic PPP project risk system,identification and analysis of various risk factors,and puts forward countermeasures,the development of China's future PPP projects,especially has a certain theoretical and practical significance in the application of city rail transit.This paper first discusses the background of this research and the significance of research based on this background.It also introduces the specific contents,methods and innovations of this research.Then it introduces the concept and classification method of PPP mode,the definition and management process of project risk management,as well as the related theories of rail transit,summarizes the research results of references,and forms a literature review,so as to provide a theoretical basis for future research.The specific case of Qingdao Metro Line 8 project case study,introduces the general situation of the project.Then according to the risk factors identified in previous research,combined with the actual situation of specific projects,preliminary determine the list of project risk,through expert interviews,the list was further revised,eventually form a list of the project risk;on this basis,through the questionnaire method,the two dimensions of risk factors were estimated,and draw the risk map coordinates;then,we use fuzzy comprehensive evaluation method for comprehensive analysis of the amount of project risk,sort the risk factors according to the results,and to determine the degree of risk of the project;then the results of the analysis,found that the existing problems and puts forward some corresponding methods.Finally,it summarizes the research results,and points out the shortcomings and suggestions for further improvement,and provides some reference and experience for the related projects in the future.
