China is accelerating the globalization of High-speed Rail since the 18 th National Congress of the Communist Party of China in 2012.However,China's High-speed Rail “going-out” has not been easy: In Thailand,it has suffered a series of twists and turns,and in Mexico,it has encountered many difficulties and has encountered numerous rivals in Indonesia.Under this background,analyzing the reasons and influencing factors of China's High-speed Rail “going-out” strategy has important theoretical and practical significance.The transnational flow of economic elements is the main object of the study of international political economy.The international system,the relationship between the state and the country,and the internal political structure and process of the country are the three paths of international political economy research on the transnational flow of economic factors.Based on this perspective,this paper analyzes the problems and causes of the "going-out" of high-speed rails in China from the three levels of the international system,the relationship between China and the target countries,and the domestic factors of the target countries,combined with the interaction of politics and economy.Furthermore,this paper proposes to adhere to multilateralism to resolve the concerns of Western developed countries and neighboring countries regarding the intention of China's high-speed rails to go global;to strengthen bilateral relations with the target countries in all directions;and to actively promote the High-speed Rail public diplomacy;taking the Belt and Road Initiative as a platform,to promote the interconnection of infrastructure;and to enhance the competitiveness of domestic enterprises.
