At present,China is in the process of rapid urbanization. The huge increase in land use and the current contradiction between the national conditions of the land are highlighted, and the mode of high-rise residential construction in cities is inevitable. At the same time, the "greenhouse effect" caused by the massive consumption of resources and the rapid emission of waste has also become increasingly serious.According to statistics, carbon emissions from China's construction industry account for about 35% of the total carbon emissions of the society.Among these, residential construction contributes 70% of the total emissions. Therefore, the study and application of the carbon effect evaluation for high-rise residential planning and design programs is of great significance to the sustainable development of urban settlements. This study takes the plan of urban high-rise residential areas as the research object.Based on the comprehensive experience of the construction and development of green residential areas,low-carbon residential areas and ecological residential areas in domestic and foreign cities, the study analyzes and summarizes the methods, indicators, standards, evaluation techniques and planning practices for the evaluation of residential carbon effects in domestic and foreign cities; This study analyzes the factors affecting the carbon effect of urban high-rise residential planning and design schemes, and builds a comprehensive evaluation index system for carbon effects of urban high-rise residential area planning and design schemes.Based on the AHP-fuzzy comprehensive evaluation method,a carbon effect comprehensive evaluation model for urban high-rise residential area planning and design schemes was established, and a calculation method for carbon emission reductions in urban high-rise residential planning and design schemes was proposed. In this study, the planning and design plan for Hefei New Home residential project was taken as an example. The fuzzy comprehensive evaluation model established in this study was used to empirically evaluate its carbon effect. The results showed that: the carbon effect evaluation score for the residential planning and design program was 0.4148,the evaluation result was "good";the carbon effect evaluation scores for the program's residential area selection and planning, building monomer planning and design, road traffic system planning and design, supporting facilities and land use planning are 0.7410~ 0.8952,and the grades are all "excellent";the carbon effect evaluation scores for the planning and design of greening landscape systems, water environment planning and design, energy utilization planning and design are 0.4290~0.6800,and the grades are all "good";the carbon effect evaluation scores for the materials and resource utilization are 0,and the grades are "poor".On this basis, the study proposed carbon emission reduction optimization measures for the planning and design of Hefei New Home residential project, and analyzed the benefits of carbon emission reduction optimization results.
