In recent years, distributed energy has developed rapidly, and the proportion in distribution networks has become higher and higher, which has led to a series of problems in distribution networks.Active Distribution Network technology can effectively solve the problems of high randomness, volatility, high uncontrollability caused by large-scale distributed energy access to distribution networks. At the same time,it also has a large impact on all aspects of the original distribution network. After the network structure of the distribution network is determined, multiple sets of planning schemes are set up according to different access nodes and access capacities of the distributed energy sources.Under these different schemes, the comprehensive characteristics of Active Distribution Networks are significantly different, however, for low-distributed energy share of the traditional distribution network, the economic comprehensive evaluation methods can't be used for high-distributed energy share of the Active Distribution Network. To solve this problem, this paper first built a distribution network model based on IEEE 33 nodes in Matlab.According to different planning schemes of distribution networks,a number of different active distribution networks are formed and the differences in characteristics between them are explored. In a simulation period,a series of operational management models such as distributed power output, load demand, and distributed power flow calculation are used to ensure stable operation of the active distribution network, meanwhile, record the simulation results of the active distribution network within the simulation time for seleting the best economic comprehensive performance of planning scheme.Subsequently, consider the impact of active distribution network technology on power supply capacity, economic efficiency, and environmental benefits, the indices such as "grid assets utilization","comprehensive resource utilization","environmental benefits" were proposed. The comprehensive evaluation index system of the active distribution network planning scheme was constructed from five aspects:power supply capacity, power supply security, power supply reliability, economic benefits, and environmental benefits, meanwhile, the definition and calculation method of the indices are introduced in detail. Then, according to the characteristics of the comprehensive economic evaluation index system,a comprehensive evaluation method that is suitable for the Active Distribution Network planning scheme is proposed:the index weights are set using the Analytic Hierarchy Process, and the underlying indices are scored using the Expert Scoring Method. Finally, using the IEEE 33 node distribution network as the basis for the network, four planning plans with different access capacities and nodes for wind and solar energy storage are deployed, which are brought into the simulation system and run for a period of one year to ensure stable operation under each scenario.Statistical all data in the simulation time, calculate various indices in the comprehensive economic evaluation system, determine the total score of each scenario by the AHP method and Expert Scoring Method, and select the highest score in the economic comprehensive evaluation. The results show that the economic comprehensive evaluation index system and comprehensive evaluation method proposed can be accepted for the economic comprehensive evaluation of the Active Distribution Network planning scheme, and become a basis for the evaluation and comparison of the actual project.
