The Study On The Performance Of China's New Energy Industry Policy

By the end of 2009,new energy was included in the strategic emerging industries,which was put forward by China in response to the subprime crisis and maintained steady and fast economic development.New energy has many advantages such as energy conservation,environmental protection and sustainable development.However,in the initial stage of growth,due to the large inputs of labor and capital,high R&D risk,the new energy industry is difficult to obtain rapid development by relying on the market.In this case,the government is needed to make up for the shortage of market adjustment economy,and promotes the development of new energy industry by "hand of government".Whether the industrial policy is effective and reasonable determines whether the new energy industry can develop in a positive direction.Based on strategic industry theory and industrial policy theory,this paper analyzes and studies the significance and effect of industrial policy on the development of new energy industry from the theoretical point of view.Then This paper collects the new energy industry policy of China,and its connection to the development of new energy industry in China,reveals the coupling relations among industrial policy and the development of new energy industry tentatively.Meanwhile further demonstrates that industrial policies have supernormal development effects,efficiency effects,and technological progress effects in the development of China's new energy industry by analyzing the influencing factors of new energy industry development and the mechanism of industrial policies.In addition to theoretical analysis of new energy industry policy effect,this paper examines the role of the new energy industry policy on industrial development,corporate profitability and enterprise R&D level from the industrial level and the corporate level respectively.From the regression results,industrial policies have played an important role in the rapid development of the new energy industry and the improvement of theprofitability of new energy companies.However,the policy itself also has many disadvantages such as poor coordination with other policies and less incentives for R&D innovation.So we should use the experience of the United States,Japan and Germany on the new energy industry policy,provide inspiration for the improvement of China's new energy industry policy,such as paying attention to the comprehensiveness and systematicness of policy.In the end,the paper reviews the findings of the dissertation,and then provides effective suggestions for the sound and orderly development of China's new energy industry such as expanding financing channels,focusing on personnel training and technical research,and so on.
