With the great development of railway transportation in China,especially the rapid growth of the high-speed railway,gradually a large number of roads traffic in our country travel and rail plane intersection.Its design form mainly includes two kinds of railway crossing and under crossing existing railway.In view of this type of design project,there are fewer alternatives to the cross-engineering of the public railway interchange project,and the design scheme selection relies on personal experience design personnel,there is no guarantee that the rationality of the scheme selection and universality.And because of the demand for the design of the different requirements,the project site engineering is difficult to be easy,and the geological conditions of the site are different,so it is necessary for us to pool our ideas and keep innovating,to deepen the research and exploration of the design scheme of the cross overpass of the public railway,and to put forward the popularization and practical design plan,and to make a comparative optimization of the feasible schemes with scientific and reasonable theoretical methods.First of all,this paper analyzes the theoretical basis of value engineering,introduces the application methods of value engineering,introduces the selection of objects,analyzes the steps of functional system,and evaluates methods of functional evaluation.Second interchange based on value engineering theory and iron cross function index of the design scheme comparison was analyzed and established,lists the male iron interchange design alternatives by using value engineering theory in the study of the basic steps.Male iron interchange design comparison function index evaluation system,Based on the principle of establishing a program to compare index systems,combined with practical design experience,respectively from three aspects as economy,social and technical,to establish public iron interchange on across and under wear design than choose nine function indicators.Respectively from the construction difficulty(construction space,construction risk degree),to the existing cable interference(the overall stability of the road),operation and maintenance of existing interference costs(cost estimation,maintenance cost in the later stage,rationality of the construction period),social benefits(influence on the surrounding environment),and whether it conforms to the demands of local government(the promotion of road economic development and the feasibility of policy),the feasibility of the policy in promoting the economic development of the five big aspects the function index determine analysis.Using the function of the evaluation model of all feasible design schemes for functional evaluation analysis,and then work out the design scheme,the cost coefficient,function coefficient and value coefficient,finally to the highest value coefficient design schemes for the final implementation.Finally,taking the design of the railway interchange between Yangan second-line railway and Dingjunshan road as an example,proposes three kinds of design scheme,the application of value engineering theory and iron on the interchange across and down through engineering design scheme comparison model,calculated for each feasible scheme of their value and cost coefficient,function coefficient and value coefficient of each design value,coefficient of three kinds of feasible design schemes value value to carry on the comparison,choose the plan with maximum value coefficient for the optimal solution.Value engineering theory as a perfect combination of technology and economy method to achieve the goal of realize the maximum value at the lowest cost,in the design phase of the project has great potential and utility.
