With the continuous development of China's economy, in exchange for theeconomic value of the environment in exchange for more and more common phenomenon, the corresponding environmental issues are increasingly concerned. To the economic development and protecting the environment, corresponding electrostatic precipitator arises at the historic moment, ESP is mainly will be in the boiler fuel or fuel stove emissions to air particulates can be removed, so as to reduce emissions to the dust content in the atmosphere, in order to improve the environment,reduce pollution to. The promulgation of the government to protect the atmospheric environment, government macroeconomic regulation and control, respectively, in2003 the second amendment and execute the coal-fired power plant emission standard of air pollutants "(smoke dust emission standard for 50 mg / m3), 2014 July 1, the thermal power plant emission standard of air pollutants"(smoke and dust discharge standards 20 mg / m3), in under the influence of the new, more stringent environmental emission standards and high ash coal use and other unfavorable factors,the existing electric dust collector simply can not reach the standard, it is necessary to make scientific and effective transformation.Power plant electric renovation projects in the planning and design stage generally takes the form of tender design, but how to preferential choice, from the planning and design has become an important problem troubled power plant. Value engineering theory as a door handle product function or cost analysis on the core position, at the same thime, in order to improve the product function or reduce the cost for the purpose, in order to function of products at the lowest life cycle cost of a creative organization activity, in the current received widespread attention. In this paper, by analyzing the power plant electric renovation project in the problem of planning and design scheme selection, combined with the concrete case, using the theory of value engineering to planning the selection of design scheme and scheme optimization.Combining with project practice, first of all introduces the case of the relevant situation and existing problems, and then, after describes the related content of the theory of value engineering, closely related case, by using the theory of value engineering case is analyzed and studied. Points out the content of city project planning and design of the coal-fired power plant is analyzed, the aim is to determine the function of the value engineering theory in project evaluation index, and then use analytic hierarchy process(ahp) to calculate the index weight value of each function in determining the functional index weight, the expert scoring method is used to calculate the coefficient of function evaluation, and then combined with the cost coefficient, get the value coefficient of each scheme, value evaluation, planning and design scheme to choose the optimal solution.In this article, by using the value engineering theory to choose the optimal solution, further on the basis of the theory of value engineering, to select the optimal scheme is optimized. Through the analysis of the optimal solution, selection of object of value analysis, according to the cost of each function index to determine the cost coefficient, and finally a functional analysis and evaluation, and then combined with the characteristics of the project of the selected scheme optimization Suggestions.
