Biological park plays a positive role in promoting the development of bio-pharmaceutical industry,therefore the the planning,design and construction of biological park is considered to be very significant,and to some extent,fundamentally impact the development of the industry.Given that the biological park has its own characteristics in the planning and construction,design companies usually consider from the general perspective of architectural design considerations,and as Party A generally lack the measures to evaluate the design scheme from the scientific and management point,it is very difficult to select the scheme with optimal function and value.Value Engineering(VE)theory is a series of scientific methods to get higher value with lower cost under the function limit,which is an excellent combination of technology and economics.VE is a useful tool to increase the function and quality of the project and decrease the cost,therefore,it has been widely used in construction industry,especially in the optimization of design plan.However,VE is seldom used and studied in the optimization of the design of Biological Park.Thus,it has practical significance to introduce VE theory into the optimization of the design of biological park to enhance the function,quality and cost efficiency.This thesis studies the relative theories and procedures of VE,and summaries the history of the research and development of VE and its current applications at home and abroad in detail.Meanwhile,this paper analyses the feasibility and necessity of using VE and its value in biological park construction.By modeling with FAST,the function of biological park is analyzed.AHP and Weighted scoring methods are used to assess the function weight,and the best plan is successfully selected out of the alternatives.Furthermore,the selected plan is decomposed into modules and then is analyzed by VE based on 0-10 force definition method.Based on the VE value,specific improvements are introduced for function modules to further optimize the selected plan.Through the application of VE in biological park project construction optimization,it has been demonstrated to be very effective in biological park project construction with advantages including simple operation,strong practicability and easy to be applied to the practical application of the project.Taken together,VE not only has the reference value to similar engineering projects,but also has a certain reference value for theoretical research for related study field.
