| To actively cope with the new round of China’s electricity reform requirements,we must promote the reform of transmission and distribution prices,establish a sound transmission and distribution system and a reasonable electricity transmission and distribution pricing mechanism,and promote the formation of an open and competitive electricity price and market-oriented tariff mechanism.China’s energy distribution is not uniform,and inter-provincial transmission network plays a very important role in the optimal allocation of resources.In the light of the situation that China’s inter-provincial transmission assets ownership belongs to different investment operation entities,it is urgent to study and formulate a relatively stable,fair and transparent inter-provincial transmission price in order to provide theoretical support for the perfection of the inter-provincial transmission pricing mechanism.In this paper,the transmission pricing theory such as the pricing principle,pricing theory,pricing methods and pricing manners are mainly combed.Based on this,it studied the status quo at home and abroad to provide reference,and then designed the pricing method of China’s inter-provincial transmission common network.Specific content includes:Firstly,this paper studies the assets and pricing of the multi-property power transmission network in the three typical foreign power markets in the United States,PJM,Australia and Brazil.At the same time,it introduces the current situation and existing problems of property rights and pricing in the inter-provincial transmission network in China.Foreign transmission networks are divided into trans-regional tie lines and regional transmission grids.The investment conditions of the two types of transmission assets,the permitted revenue accounting,pricing methods and the settlement of transmission revenue are respectively described.The impact of property diversification of transmission network to pricing is extracted,and pricing ideas will be applied to China’s inter-provincial transmission sharing network pricing issues.Secondly,this paper designs a pricing method model suitable for China’s interprovincial power transmission common network and uses the IEEE24 node model to measure and analyze.First of all,the basic idea of pricing according to transmission grid function is determined,the advanced investment function of transmission grid is reserved for future growth of load demand,and the commitment of different functions to different cost costs is discussed;In the pricing,considering the stability limit capacity of the transmission line,the trend of power flow under different operating conditions and N-1 safety criteria,this paper selects a number of load scenarios to determine the proportion of various types of expenses,and according to the cost of recovery,the principle of fairness and providing economic signals,uses trend-following method,peak load responsibility method and the stamp method based on accounting cost to pricing for various types of costs;In the aspect of pricing manner,the rationality of adopting the combination of transmission price and security price is discussed.Finally,through the calculation of the example,the result of the calculation is compared horizontally in all regions and compared longitudinally with the traditional pricing method,which prove the rationality and effectiveness of the method. |
