The Energy Internet is an important means to promote energy revolution.As the symbolic technologies in the three times industry revolutions promote a series of key technologies,Energy Internet will promote the development of distributed generation,energy storage,electric energy substitution,demand response,big data and a series of related key technologies in energy revolution.In order to promote the development of related business modes and industries,the government has issued a number of policy documents and set up a number of pilot projects at the same time.As the mainstay of China's energy revolution and the key hub of multi-energy complementary integrated optimization of Energy Internet,grid enterprise should actively participate in the pilot project of Energy Internet.The operation mode and business mode of Energy Internet pilot project are significantly different from those of the traditional power grid construction projects.In the mode of Energy Internet,the mode of energy supply will change from a single supply mode to a diversified supply mode.Energy providers will no longer provide only a single type of energy,but have the ability to provide a variety of energy,including electricity,gas,oil and so on.Traditional power grid enterprise,oil companies and natural gas companies will change into a comprehensive energy supplier with multiple energy resources.On the other hand,the business mode of energy production and supply will change dramatically.With the rise of Energy Internet and the reform of electricity market,in addition to the traditional power grid enterprise and oil companies,the new market players will also be involved and play a major role.Therefore,the comprehensive evaluation method of traditional power grid construction project is hard to be compatible with the new situation.Based on the characteristics of Energy Internet,it is necessary to study the appropriate risk evaluation model and algorithm so that it can provide decision support for optimizing pilot project.Aiming at the above problems,firstly,this paper will identify the risk of power grid enterprise's Energy Internet pilot project,summarize the concept of risk identification and the internal relation between risk and efficiency,and analyze the existing risks in the implement processes of Energy Internet pilot project from the aspects of energy efficiency and economic efficiency;secondly,according to the characteristics of Energy Internet pilot project,the risk evaluation index system and two-stage DEA risk evaluation model of power grid enterprise's Energy Internet pilot project are constructed,and the improved particle swarm optimization algorithm is designed.The empirical analysis and sensitivity analysis are carried out with the data from actual project;then,the risk efficiency of implementation plans of several projects can be obtained,and some indexes which have significant influence on economic efficiency,energy efficiency and total efficiency can be obtained.Finally,from the three aspects of economic efficiency,energy efficiency and government security mechanism,the support policies for optimizing Energy Internet pilot projects are put forward.
