In recent years, as China’s economy and society develop, our country has paid more and more attention to the construction projects of infrastructure, and has invested extensive human and financial capital. As an important part of infrastructure, the amount of power grid construction projects are also increasing. Power Grid Construction projects have always been expensive investments that require strict quality of techniques and heavy engineering, so there are many unstable factors in the construction of projects, which may lead to serious consequences. Therefore, it requires us to apply scientific risk management theories in order to reduce, even avoid risks. It should be noted that the risk management research and application in our country are lagged behind those in foreign countries. Power Grid Construction in Luoyang has the same problem, which handicaps progress and quality of projects.The unexpected loss can be prevented through risk management with mining, recognizing and evaluating current project. This research stands on the angle of project risk management which is based on Luoyang Jiu Du project. From the practical experience of Luoyang Power Grid and advanced experiences domestic and overseas, it comes a scientific research method that using project risk management theory. The analysis and implementation of Luoyang Jiu Du project are derived from it. This paper describes a practical application for the risk management. With the general theory of security risk management, it focuses on specificities and characteristics of Luoyang power grid construction. The problems of management, system and coordination shown in Luoyang power grid construction project are analyzed in detail. By identifying and evaluating risk factors of Jiu Du project using AHP and fuzzy grey comprehensive analysis model, the risk management strategy for Jiu Du project is brought. Based on the strategy, the risk management for Luoyang power grid construction project is summed up in conclusion.
