Building energy consumption situation is quite serious in China. Comparingwith other countries, construction area and energy consumption is larger,building energy consumption ratio is high with severe pollution, which hasbecome the main burden of energy in our country. In order to establish energysaving and harmonious society, our country issued a series of related to buildingenergy conservation policy, and paid attention to energy-saving research andtechnology introduction, but was lack of effective building energy efficiencyevaluation system and assessment tools. Establishment of the evaluation systemis based on the implementation of building energy efficiency work.From construction and real estate industry development, the paper deathlyanalyzed the current the status of the residential building energy efficiency inHarbin. Literature was read to understand building energy efficiency evaluationsystem, corresponding evaluation method from home to abroad. On this basis,this paper surveyed structure design of the energy efficiency evaluation systemand index selection and determining, from six aspects, building energy-savingdesign, envelope design, energy utilization, heating equipment, other equipmentand energy saving management, construct residential building energy efficiencyevaluation system in Harbin. Using Delphi method, information entropy method,AHP method and fuzzy comprehensive evaluation method, the selection anddetermination of index and weights, the energy conservation level identification,index evaluation method and comprehensive evaluation results of analysis and aseries of questions has been carried on the deep research, finally thecomprehensive evaluation system of Harbin city residential building energyefficiency was constructed.A empirical analysis was carried on of evaluating one residential buildingin Harbin, verifying the rationality and scientific of the index system. Andsoftware was developed for Harbin residential building energy efficiencyevaluation system, making the evaluation more easy to implement. In addition,some rational policy and recommendations was put forward for Harbin cityresidential building energy saving work.
